The statement stated:
1- On October 20, 2021, the third meeting of the Moscow format on Afghanistan was held with the participation of special representatives to that country, or senior officials from Russia, China, Pakistan, Iran, India, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, on the one hand, and a high-level delegation of the interim government of Afghanistan, on the one hand second hand.
2. The participants expressed their respect for the sovereignty, independence and territorial integrity of Afghanistan, and reaffirmed their commitment to the establishment of a peaceful, indivisible and independent Afghanistan that is economically growing, free from terrorism and drug-related crimes, and in which basic human rights standards are respected.
3- It was emphasized that moving towards more practical interaction with Afghanistan should take place taking into consideration the new reality – ie the Taliban movement’s coming to power in this country – regardless of the official recognition of the new Afghan government by the international community.
4. The countries participating in the meeting call on the current leadership of Afghanistan to take additional measures to improve the system of public administration and to form a truly inclusive government, appropriately reflecting the interests of all the major ethnic and political forces in the country. This will be essential to completing the national reconciliation process in Afghanistan.
5. The participating states call on the current leadership of Afghanistan to pursue a moderate and wise domestic and foreign policy, to pursue friendly policies towards Afghanistan’s neighbors, and to pursue common goals of lasting peace, security, prosperity and respect for the rights of ethnic groups, women and children.
6- The participants expressed their concern about the activity of banned terrorist organizations in Afghanistan, and affirmed their readiness to continue providing assistance to ensure security in Afghanistan in order to enhance regional stability.
7. The participants expressed their “satisfaction” with the affirmation by the interim government of Afghanistan of the commitments it had undertaken earlier, to prevent the use of the territory of Afghanistan as a launching pad for targeting the security interests of neighboring countries, other countries of the region and the world at large.
8. The participants expressed their deep concern over the deteriorating social, economic and humanitarian situation in Afghanistan, and expressed their confidence in the need for concerted efforts of the international community in order to provide the Afghan people with urgent humanitarian and economic assistance.
9. In the same regard, the participants suggested launching a collective initiative to expedite the convening of an international donors’ conference under the auspices of the United Nations, emphasizing that the forces whose military divisions have been present in this country over the past twenty years must bear the basic burdens of reconstruction, economic and financial rehabilitation and development in the country.
