Program will settle debts of up to R$42,000, with a 100% discount on fines and interest, in addition to installments in up to 60 installments
The government of São Paulo launched this week the Agreement Paulista IPVA program, which encourages the payment of small-value debts, up to R$42,432.00, including IPVA (Motor Vehicle Property Tax). The program offers attractive conditions, such as 100% discount on fines and interest and payment in up to 60 installments of outstanding amounts. The objective is to simplify the negotiation of a total of R$2 billion in debts with more than 2 years of active debt registration.
“This notice has a different character. The fundraising issue takes second place and our main objective is to promote great social action. Bring peace of mind to São Paulo residents who, for a series of reasons, ended up with IPVA debts. We will have an opportunity to resolve this.”said governor Tarcísio de Freitas (Republicans).
“How many people stopped working because they didn’t have their vehicle or motorcycle documents in order. We want to open a path for those whose driver’s license is also their work license. So that people can recover, go back to work and have a light at the end of the tunnel.”he declared.
The launch event was attended by the State Attorney General, Inês dos Santos Coimbra; the president of the State Court of Auditors, Renato Martins Costa; the chief secretary of the Civil House, Arthur Lima; the Secretary of Digital Government, Caio Paes de Andrade and directors of partner companies in publicizing the initiative, as well as parliamentarians, among other authorities.
Officially launched in February, the Paulista Agreement is an unprecedented initiative in the State of São Paulo. In 3 months, the 1st stage negotiated the payment of R$44 billion in ICMS (Tax on the Circulation of Goods and Services) debts.
Adhesion to the agreement and payment of the 1st installment allows the protest to be lifted, by paying the costs directly to the registry offices. To release vehicle licensing, it is necessary to pay off the full amount of the debt.
The Paulista IPVA Agreement is another action of the SP program in Direção Certa, which brings together SP Government initiatives aimed at modernizing and efficiency of the state public machine.
“In addition to increasing revenue, the objective of the program is to bring the government even closer to São Paulo residents, with much more efficient management, helping those who want to undertake and generate new opportunities in the State. With the regularization of IPVA debts, the social impact is even greater. There is an expectation of rescuing people who depend on their cars to work and who need to reintegrate into this type of service”said the Attorney General of the State of São Paulo, Inês dos Santos Coimbra.

The goal is to reach a universe of around 950 thousand taxpayers with outstanding amounts. To this end, PGE/SP will begin a broad communication campaign in partnership with the companies Uber, 99 and iFood, which will assist the state government in publicizing the new phase of the program so that the São Paulo Agreement reaches the largest number of people.
“In this new phase, we are enabling tax compliance for taxpayers with small-value debts registered as active debt. We will publish consecutive notices of the Agreement Paulista program to cover different types of debts, always thinking about the efficiency of management and collection of active state debt. The dictates of consensuality are now established in the State of São Paulo”stated the Deputy Attorney General for Tax Litigation, Danilo Barth Pires.
Still in the same notice referring to IPVA debts, similar conditions will be published for the payment of debts referring to credits from the TJ-SP (Court of Justice of the State of São Paulo) and the TCE (Court of Auditors of the State of São Paulo).
Interested taxpayers will be able to obtain more information about the Paulista Agreement and join the negotiations from September 25th to December 20th through the websitewhich will direct them to the Transaction Installment Portal, developed by Prodesp, so that they can select the desired service: IPVA, Court of Auditors, Court of Justice, ICMS or other types of debts

- R$ 14.4 billion – value of memberships with benefits;
- 121,468 debts registered as active debt transacted;
- 21,018 tax foreclosures terminated or suspended;
- 9,649 terms of transaction agreements entered into.
