The almost 700,000 current beneficiaries of the unemployment benefit and the 200,000 new ones who will be able to benefit from the expansion of groups starting November 1 will also be those who have the possibility of accessing the gateway to minimum vital income which will be activated starting next month. A direct route that will allow recipients of unemployment assistance offered by the SEPE to move to the Social Security field once the subsidy has been exhausted and, without having managed to rejoin the labor market, they meet the income requirements of the minimum income.
This was announced yesterday by the Minister of Social Security, Elma Saizreferring to the imminent entry into force of the gateway which, however, had already been incorporated in the decree approved on May 21, by which urgent measures were adopted to simplify and improve the level of care for protection by unemployment.
A measure that was based on an improvement in assistance aid, with an expansion of the groups that eventually benefited, and that, unlike what the Ministry of Economy demanded, did not tighten the assumptions in which aid could be withdrawn if the unemployed person fails to comply with the known as activity commitment, that is, you reject the jobs offered by the SEPE to return to work. An idea that Economy also suspected and that was substantiated was this gateway to the minimum income that ‘de facto’ means accumulating all situations of assistance aid offered by the State around this Social Security benefit. The gateway will be active from next November 1.
News in the provision
In this way, starting in November the subsidy amount for unemployment, which goes from 80% of the IPREM (480 euros per month) to a decreasing version in three sections; 95% of the IPREM during the first 180 days (6 months), that is, 570 euros; 90% from day 181 to day 360 (540 euros) and 80% from day 361 (480 euros).
In addition, the approved reform extends unemployment benefits to groups that lacked this coveragea, among whom are those under 45 years of age without family responsibilities, casual agricultural workers, cross-border workers from Ceuta and Melilla, returned Spanish emigrants without the right to contributory benefits and those over 16 years of age who are victims of gender or sexual violence. In the case of those under 45 years of age, it may be collected for a maximum of six months depending on the duration of the unemployment benefit exhausted, while if family responsibilities are justified, regardless of age, the benefit could be collected for a maximum of 30 months.
The duration of the subsidy for over 52 years old It is indefinite, that is, it is maintained until the beneficiary finds a job or reaches ordinary retirement age. Its fixed amount is not modified. But, however, it is compensated by the longer duration of this subsidy and by contributions for the retirement contingency, which the rest of the subsidies lack.
As for the gangway towards the minimum income, excluding the income received in the form of a subsidy, all those beneficiaries of the SEPE assistance benefit who, once exhausted, have fulfilled the eminimum age of 23 years.
