Moscow Mayor Sergei Sobyanin spoke about the measures being taken to support city residents and capital businesses in the face of sanctions. About it reported on his blog.

The mayor stressed that the key tasks of the city authorities can be called the preservation of jobs, ensuring the smooth functioning of enterprises and organizations, import substitution and social support for residents.

So, first of all, Sobyanin said that the government and the Central Bank are developing programs to subsidize interest rates on loans to refinance previous obligations, replenish working capital and pay wages. Seven billion rubles have been allocated from the budget for these purposes.

In addition, in order to stabilize the work of the business, it is planned to provide the affected enterprises with a delay of up to six months to pay current rental payments for property in city ownership, as well as establish a moratorium on increasing rental rates for land plots and non-residential facilities for 2022. In addition, the procedure for obtaining permits for the entry of freight transport will be simplified and contracting will be accelerated and advance payments for city orders will be increased up to 70 percent.

The mayor reported that he had instructed all urban complexes to conclude long-term contracts for the localization in Moscow of the production of the widest possible range of products necessary for state needs – to increase the attractiveness of these projects, land plots for the construction of new industries will be provided at a rate of 1 ruble.

In conclusion, Sobyanin announced that in the near future, a special federal law would be adopted for employees of foreign enterprises whose owners decided to join the sanctions pressure. He also instructed to prepare proposals for the retraining of laid-off employees of enterprises.
