“Both areas most prone to corruption are public works and procurement, today called purchases, so we have created in the Secretariat an area specialized in public works and that has an electronic log where everyone who does a public work has to be doing their official log that we control and we are seeing how the works are going They are all registered there ”, he said.
“Likewise, we are working on a log for all purchases, just like the log for public works, we are already in the first phase, we hope that before the end of the year, there will be a log for all purchases; they are substantial changes because it is an audit based on a risk analysis, where are the risks, there we are, “he explained.
SAlcedo estimated that this blog will be ready in a month so that, in a first stage, all acquisitions of more than 15 million pesos are registered, from when the purchase is planned until it is finalized, and then, in another stage, all contracts under 15 million pesos will have to be registered. pesos.
“For now, we are starting this blog,” he said when appearing before senators and senators of the United Governance and Anti-Corruption, Transparency and Citizen Participation commissions, as part of his ratification process at the head of the Ministry of Public Function (SFP ), a position left by Irma Eréndira Sandoval.
The members of these commissions approved, by majority vote, the opinion that ratifies the appointment of the Undersecretary of Control and Fight against Corruption as secretary of the Public Function.
Said opinion will have to be voted on later in the plenary session of the Senate.
The senator Damián Zepeda, of the PAN, announced that he would reserve the meaning of his vote in commissions to be able to make a reflection, but he announced that in the corresponding plenary session he will vote against, because he said that, from his point of view, if Salcedo Aquino was part of Sandoval Ballesteros’ team, then he is jointly responsible for the lack of results that have occurred in the Secretariat of the Public Function (SFP) during the first half of the six-year term.
“It would be like a ratification of the previous secretary,” argued Zepeda.
In response to the questions that were formulated regarding the consolidated purchase of medicines, Salcedo reported that since he was proposed as secretary, he asked to be within the group of institutions that are buying medicines through the mechanism of the United Nations Office of Services. for Projects (Unops).
“They accepted the proposal and we have an accompaniment group already within Insabi and the Ministry of Finance to accompany all this and expedite it, we are already inside, we are committed,” he said.
Upon express question, Salcedo acknowledged that it is necessary to lower the proportion of hiring by direct award, but said that they are on that route.

The eventual secretary said that the SFP’s areas of opportunity are to achieve greater citizen participation: “if we have the collaboration of citizens, social comptrollers, and beneficiaries of social programs, we will have more eyes and a great collaboration and we will be with many eyes in all the places where we are working ”.

Salcedo assured that at the head of the SFP, “we propose to consolidate a comprehensive control system that avoids deviations, dishonesty and incompetence, and that turns on the alarm sirens in the presence of any act of corruption or inefficiency.”
He also said that “we will exercise to the limit and with responsibility our powers of control, inspection, regulation, accountability and oversight for the due care of public finances in favor of the citizens we serve.”
The undersecretary said that given the obligation of the SFP to collaborate within the framework of the national Anti-Corruption and Inspection systems, he considered it necessary to reinforce the operation of the first and consolidate the second, through the coordination of the 32 state control bodies and the control bodies. superior oversight of state congresses, in order that the auditing acts are homogeneous in methodology, technical rigor and intentionality, to optimize results.
