38 years after the establishment of the civil defense in Mexicowe have managed to become a world-class reference, as well as having traveled with disaster prevention actionsattention of emergencies and mass dissemination of information about the culture of prevention and resiliencehas established itself as an institution whose mission is safeguard lifethe property and the environment of all people. On this day, we remember not only the achievements made, but also the importance of solidaritythe prevention and the cooperation which are essential to facing the challenges that, as a nation, we have overcome and continue to face.
The Civil Protection in Mexico is conceived after that devastating earthquake of September 19, 1985an event that marked our country forever. That earthquake, which mainly affected the Mexico Cityshowed in a crude way the vulnerability of our communities to the disasters. However, it also revealed the strength and solidarity of the Mexican people. Thousands of people took to the streets to help those affected, in a collective effort which demonstrated that unity and collaboration are essential in times of crisis.
In response to that tragic event, the foundations were laid for the creation of the National Civil Protection Systemwhich was formally established in October 1986. Since then, this system has evolved, integrating more and more technology, knowledge and prevention strategies to reduce the risks to the disasters as earthquakes, hurricanes, floods and, in recent times, the effects of climate changeBut beyond technology and scientific advances, what really sustains the civil defense It is the commitment and courage of all the people who are part of this system.
Today, we celebrate the women and men who work every day to safeguard our lives. From brigade members and paramedics to firefighters and volunteers, their dedication and sacrifice deserve all our recognition. These heroes, often invisible, are those who, in the most difficult moments, respond quickly and effectively to protect citizens. They confront forest fires, assist in floods, participate in rescues after earthquakes and coordinate evacuations in the event of hurricanes. Their bravery and professionalism fill us with pride and remind us that, although nature is unpredictable, we can be better prepared if we act responsibly.
Civil protection is not just the task of the authorities. Citizen participation is essential for this system to function effectively. We all have a role to play, whether it is knowing the emergency protocols, having a family civil protection plan or collaborating in preventive tasks in our communities, civil protection is all of us.
Prevention is the key to mitigating the effects of disasters. Each of us can make a difference, and it is precisely this collaboration between society and government that makes civil protection strong.
In a country like Mexico, where we are exposed to a wide range of natural risks, prevention and preparation are essential. Earthquakes, hurricanes and climate change-related phenomena cannot be predicted with any accuracy, but what is in our hands is to be prepared. Training in the culture of prevention is a task that must begin in basic education and continue throughout the life of each citizen. Civil protection must be an integral part of our daily lives, and in every home, school and workplace there must be clear measures to respond to any emergency.
Today is also a day to pause and reflect on the lessons that past disasters have taught us. Every earthquake, hurricane and flood has taught us something valuable, and it is important that those lessons are translated into concrete actions. Progress in building safer buildings, implementing early warnings and improving coordination between different levels of government are tangible results of this constant learning.
On this anniversary of Civil Protection in Mexico, we renew our commitment to continue working for a safer and more prepared country. We honor those who have lost their lives in their efforts to protect us and those who continue to fight every day to mitigate the effects of disasters. Let us remember that, although we cannot control natural phenomena, we can control how we prepare and respond to them.
Let us continue to foster a culture of prevention, solidarity and responsibility. Because only in this way, united and aware, will we be able to face the challenges that lie ahead and build a safer future for all.
