The Senate postponed until next Tuesday, the 4th, the vote on the bill that regulates the Green Mobility and Innovation Program (Mover) and provides for the charging of 20% import tax on international purchases of up to US$50. was confirmed by the government leader in the Senate, Jaques Wagner (PT-BA). He also guaranteed that the loss of effect, on Friday, the 31st, of the Provisional Measure (MP) that created incentives for the automotive sector will not impact the contracts that have already been established.
“He (Rodrigo Pacheco, president of the Senate) had the guarantee that this time gap, of days, is possible to resolve,” Wagner told journalists, when asked about possible legal uncertainty for automakers with the vote on the bill Mover after the MP deadline has expired. “The contracts will not expire. Investors can rest assured that it will be supplied”, he added.
The Mover was approved on Tuesday night, the 28th, in the Chamber, with some tortoises – excerpts in bills that have no relation to the main content. In addition to the taxation of foreign e-commerce, deputies included at the last minute, for example, a local content policy for exploration and production activities of oil, natural gas and other fluid hydrocarbons, applicable to the concession regime.
This measure was criticized by the Brazilian Institute of Petroleum and Natural Gas (IBP). “The device, included at the last minute and without the necessary debate with the production sector, represents a serious barrier to the viability of projects, having been established without any more in-depth technical study”, assessed the entity in a note this Wednesday.
Furthermore, according to the IBP, the measure suppresses the powers and prerogatives of the Ministry of Mines and Energy (MME), the National Agency for Petroleum, Natural Gas and Biofuels (ANP) and the National Energy Policy Council (CNPE) to set local content indices according to the characteristics of each project, in accordance with international practice.
