The senator Cleitinho Azevedo (Republicanos-MG) defended on Tuesday (27.Feb.2024) a proposal of his own (72/2023) that grants exemption from IPVA (Motor Vehicle Ownership Tax) for vehicles over 20 years old.
Casa Alta held, on Tuesday (Feb 27), the 1st discussion session on the matter, in the 1st round. According to the parliamentarian, the PEC (Proposed Amendment to the Constitution) will benefit the poorest population.
“Anyone who has an old car is poor. I'm hearing the following: 'Cleitinho, but then the State of Minas Gerais will stop collecting money'. Why will the State of Minas Gerais stop collecting revenue? He won't stop collecting, no. Do you know how much the IPVA of a Beetle, a Corsa or a Palio is? It's R$ 300, R$ 400. Do you think that a citizen – who is poor, a worker, the people – is going to take R$ 400 and keep that money? It will come back to the economy. He will return this money to the government. It will be collected in another way, it will not be collected through IPVA”said the senator.
Cleitinho stated that Minas Gerais and Pernambuco are the only states that do not have this benefit, which he classified as “social and moral justice”.
According to the senator, the PEC will not harm any other unit of the federation, as other states already have tax exemption proposals. In some cases, exemption is granted for vehicles over 10 years old.
“On the contrary, if an opportunistic governor comes in 4 years from now and wants to take away this benefit from his State, which is for 10 years, he will have to follow the Federal Constitution, which is for 20. So, we are holding back, is protecting the people”he declared.
