Security of supply center Preliminary investigation: The management of the Security of Supply Center felt a lot of pressure on fast procurements from politicians – “The President had been angry at the slowness and unavailability of the administration”

There was a stir in the deals made by the IGC when it was revealed that the masks were not suitable for hospital use.

Security Center (IGC) management came under intense pressure for rapid procurement of protective equipment in the spring of last year, according to police pre-investigation material released today.

Former CEO of the IGC Tomi Louneman according to both the ministers and the president Sauli Niinistö were very concerned and interested in the situation of protective equipment last spring.

Among other things, during the interrogation of the KRP, Lounema said that in April last year he had attended a joint meeting of the President and the Committee of Ministers for Foreign and Security Policy, the so-called tp-utva. In addition to Lounema, a minister had been invited to the meeting Tuula Haatainen (sd) and Chief of Staff of the Ministry of Employment and the Economy Jari Gustafsson. According to Lounema, Niinistö “had been angry at the slowness and unavailability of the administration”.

“The situation was critical and serious because there would soon be no more safeguards in healthcare. Minister (Krista) Lark (sd) presented the matter in such a way that they are doing well (Ministry of Social Affairs and Health) at the Ministry of Social Affairs, but the slow pace in the procurement of protective equipment is due to the IGC, ”Lounema said in the interrogation report.

Louneman according to the Foreign Minister even before the April meeting Pekka Haavisto (vihr) had sent him an e-mail in which the Minister stated that he was in daily contact with President Niinistö, who had expressed concern about the procurement of shelters.

“I got the impression that Haavisto was the president’s messenger to the IGC,” Lounema said.

The prosecutor’s office announced last Thursday that Lounemaa and two other former IGC leaders would not be prosecuted because there were no probable reasons to suspect them of the crime. Lounemaa, former head of administration Asko Harjula and former head of department Jyrki Hakola suspected abuse of trust in connection with the IGC’s March 2020 acquisition of approximately EUR 5 million in protection. There was a stir in the shops when it was revealed that the masks were not suitable for hospital use.

Lounema left his post at the IGC last year due to a riot. Hakola and Harjula were fired due to hedge trades.

Osana The chairman of the IGC Board of Directors and the head of the Ministry of Employment and the Economy, among others, were also heard as witnesses in the preliminary investigation; Ilona Lundström. He said that tp-utva had addressed security of supply and the availability of protective equipment.

“This has been when there was the biggest concern about the availability of protectors. I had a discussion with Jari Gustafsson and said that I did not support the IGC having a coordinating role in health procurement. When Tomi Lounema and Jari Gustafsson returned from tp-utva, they said that “the IGC will have this coordination role.

Lundström also said he did not know what happened at the meeting so that the task had to be taken over.

“Tp-utva was reflected in the functioning leadership of the IGC, but not in the government and this bothered me and I was wondering if this was going to go right. When the President of the Republic intervenes in the procurement of shelters, things are blurred at a lower level, ”Lundström continued.
