Security Financial Supervision Authority: Denial of service attack on Nordea was “exceptional and long-lasting”

According to the Cyber Surveillance Center, the number of denial-of-service attacks in Finland did not increase after Russia invaded Ukraine. In other EU countries, cyber-attacks have not increased since the start of the war either.

Nordeaan a large-scale denial-of-service attack on Tuesday lasted significantly longer than is customary.

“The attack was exceptional and long-lasting,” says the head of the Financial Supervision Authority’s office Markku Koponen.

He says server blocking attacks are usually short-lived.

“This started the night before. I would say that if the attack lasts for several hours, it will be exceptionally long. ”

Attack caused disruptions to login and authentication at least until well into Tuesday afternoon. On Wednesday, Nordea announced that services were still slow.

Koponen says that banks are able to withstand typical disruptions, but now it was the long duration that made the denial-of-service attack exceptional.

He recalls the banking group being hit will also be the target of long-term attacks at the turn of the year 2014-2015.

Koponen does not officially know where the server blocking attack on Nordea came from.

“I have no information.”

Financial Supervision the operating model is based on banks’ disclosure obligations. They must report any disturbances to Fiva and make a final report on them.

According to Koponen, since the outbreak of the war in Ukraine, the maintenance of the situation and the exchange of information with the authorities have intensified.

“Of course, we are in contact with the banks anyway and we are going through things.”

Koponen does not want to comment on the question of why it could be in Russia’s interests to disrupt Finnish banks.

“Finland is part of the EU, which makes certain decisions. Government agencies may have different motives. I’m not going to evaluate them. ”

Transport- and FICORA’s Security Expert at the Cyber Security Center Matias Messi says that denial-of-service attacks on banks and various authorities have not increased since the start of the war in Ukraine.

“We are on the same steady curve as in January and February.”

The country of origin of the attacks is typically difficult to determine because denial-of-service attacks can come over secure VPN connections or from thousands of infected devices around the world.

“If they seem to come from one particular place, you can’t be sure if that’s the case or if it’s deliberately misleading,” Messi says.

On the other hand, even an individual can make a server blocking attack by sending constant requests from their own computer.

“The Cyber Security Center helps organizations and share information. Others find out who is carrying out the attacks, ”Mesiä explains the division of labor between the authorities.

No more denial-of-service attacks have been reported in the EU either, Mesi says.

“Finland’s situation in terms of cyber security is stable.”

Nordean communications director Satu Malkamäki does not say whether Nordea has reported a criminal denial of service attack.

“The bank is not commenting on this.”

As to whether the attack could have come from Russia, Malkamäki is also reluctant:

“We’re not speculating on that.”

On Wednesday evening, Nordea’s online services are already operating quite normally.

“There was still slowness in the afternoon, but there has been no feedback from customers lately,” Malkamäki said shortly after the evening.

Nordea’s key figure application has been downloaded by more than one million customers in Finland. Login problems did not affect all Nordea customers.
