About 80 cases have led to a preliminary investigation.

Customs has started more than 130 preliminary investigations on shipments subject to export and import sanctions imposed by Europe on Russia and Belarus. About 80 of them have proceeded to the preliminary investigation.

The European Union has imposed sanctions on Russia and Belarus because of the war in Ukraine. The role of customs is to monitor goods embargoes.

According to Customs, during the first four months, electronic products such as computers, telephones, routers and microcircuits have ended up in preliminary investigation. Preliminary studies have also been started on boats and products related to boating.

According to Customs, some of the products that ended up in preliminary clearance are so-called dual-use products. They can be used for both civilian and military purposes.

Sanctions also apply to so-called luxury goods, i.e. goods with a value of more than three hundred euros. According to Customs, these include smartphones, sports equipment and jewelry.

About 20 criminal reports have been registered regarding luxury goods.

“A total of about 80 cases have progressed to preliminary investigation, which are being investigated as regulatory crimes of varying degrees. The number has grown considerably in the last month and a few cases have already been forwarded to the prosecutor. Part of the increase is due to the expansion of the sanctions to cover more and more products, but there have also clearly been cases where it was not a matter of ignorance, but the activity can be considered to be in accordance with the rules”, says the director of customs supervision Hannu Sinkkonen in the bulletin.

For about 40 cases, Customs has stated that the preliminary investigation does not lead to a preliminary investigation. These are, among other things, cases where the transportation of the product has started before the sanctions came into force and the act cannot therefore be considered intentional.
