Sacyr adds its third success in Chile in the last three months. The infrastructure group has prevailed over Costanera, operator of the Italian Mundys, co-owner of Abertis together with ACS, in the competition to expand and operate Route 68 between Valparaíso and Viña del Mar.
The company chaired by Manuel Manrique has asserted its proposal for a project with a planned investment of 1,600 million dollars (1,510 million euros at the current exchange rate). This is one of the largest tenders promoted by the Ministry of Public Works (MOP) in the history of Chile.
The Chilean Executive has selected Sacyr’s offer and the award will become effective once the usual procedure is completed, expectedly in the first quarter of 2025.
The Spanish multinational will thus take over as operator of the toll highway from Abertis, which has not participated in the tender and will thus lose the asset. The initiative includes the expansion of the highway and the incorporation of the new Lo Prado and Zapata tunnels. Work will presumably begin in the second quarter of 2029 to come into operation with the expansions in the fourth quarter of 2033. It is estimated that 3,950 jobs will be generated during the construction phase. The project will improve connectivity between the Metropolitan Region and the Valparaíso Region through this 141-kilometer highway.
The new concession extends from Nudo Pajaritos, in the municipalities of Estación Central and Lo Prado, to Valparaíso, and includes Route 68 and secondary routes: Route 60-CH Vía Las Palmas (9.95 kilometers), Route 60-CH Troncal Sur (20.55 kilometers) and part of the project called Nudo Pajaritos (1.22 kilometers). In this way, the project involves the communes of Estación Central, Lo Prado, Pudahuel, Curacaví, Casablanca, Valparaíso, Viña del Mar, Quilpué and Villa Alemana.
Route 68 is the fifth concession that Sacyr obtains in 2024 in the world and the third in Chile. Specifically, last month it won the fight for the second concession of the Itata Route (Northern Access to Concepción), which includes an investment of 515 million euros and an exploitation period of 18 years. It surpassed the offers from Abertis, OHLA and Intervial through this route, which is managed by Globalvia.
Likewise, at the end of September, a consortium made up of the company led by Manrique (70%) and Cointer, the concession subsidiary of the Andalusian company Azvi (30%), won the concession contract for the Northern Airport Network of Chile, which includes the airports of Atacama and Antofagasta. The project includes an investment of around 260 million euros for the expansion, improvement and maintenance of the two infrastructures.
Beyond Chile, Sacyr, in alliance with Ferrovial and Acciona, has won this year the Peripheral Road Ring of Lima (Peru), whose concession was signed this Tuesday. The investment in this project exceeds 3,000 million euros. Similarly, the group has recently been awarded through the SIS consortium – in which it has 49% and its Italian partner Fininc 51% – the contract to build and operate the Turin Hospital (Italy), with an investment of more than 500 million euros.
With the exit of Route 68, Abertis will lose one of its four highways in Chile, although it remains interested in the country. In fact, in August it won the new concession for Route 5 Santiago-Los Vilos. The Spanish concessionaire has already managed the road for 20 years and will now invest 1,000 million in seven years – starting in April 2025 -. Sacyr thus seeks to add a new concession in Chile, a priority country in the growth strategy of the Spanish group and where it has been present since 1996.
