A decree intends to reduce bureaucracy in the National Cultural Incentive Program, better known as the Rouanet Law. THE law it bridges the gap between sponsors and cultural projects, facilitating private investments in the sector. “The decree will bring an easier flow of project approval and remove some unnecessary bureaucratic obstacles”, said the National Secretary of Promotion and Incentive to Culture, André Porciúncula, in an interview with the program The Voice of Brazil.
The decree was signed last week by President Jair Bolsonaro, and also provides for the inclusion of the Fine Arts and Sacred Art segments among those that can be covered by the Rouanet Law. “We all know that Sacred Art in Brazil is a very rich, immense, priceless heritage”. Museums and listed heritage sites may also receive funds.
The new decree also allows for greater control over the accountability of the money transferred. “We didn’t understand if the project had even been executed”. According to the secretary, a task force was created to analyze the money already granted. Another objective, according to Porciúncula, is to end the concentration of resources. According to him, 10% of the bidders held 78% of the resources. “One of the objectives of this decree is to decentralize this resource so that we can reach these small producers”.
Fire at the Cinematheque
André Porciúncula also spoke about the fire that hit the shed at Brazilian Cinematheque, located in Vila Leopoldina, west of São Paulo, on the 29th. The secretary guaranteed the original Cinemateca collection remains preserved, as it is located in another building. According to him, in the coming weeks the result of the expertise should come out.
The secretary spoke of the government’s initiatives to help the culture and creative economy sector, hard hit by the pandemic. According to him, a credit line of R$ 400 million was launched to help the cultural sector with low interest rates and a two-year grace period for payment. In addition to the Aldir Blanc Law, in which R$ 3 billion were injected.
