At the same time, the Russians on website departments in a document dated October 21 defined as Homeless Nationalities – “homeless nations.” Typically, such a definition refers to the category of applicants in countries where there is no US consular mission, or to states with an unstable political situation. In such cases, the United States assigns citizens to the consulate of one or more neighboring countries.
On October 12, it became known that the US and Russian diplomats agreed to hold another round of consultations on the functioning of their diplomatic missions. At the same time, the American side expects to receive from the Russian authorities “parity in the number of personnel”, as well as “reciprocity in the issue of visas.”
Earlier in the day, US Deputy Secretary of State Victoria Nuland said that the meeting with partners in the Russian Foreign Ministry held in Moscow was constructive.
The talks were commented on by the Deputy Minister of Foreign Affairs of the Russian Federation Sergei Ryabkov. According to him, no special progress has been made on the functioning of Russian diplomatic missions in the United States. In addition, a further aggravation in relations between the two countries in this context cannot be ruled out, the Deputy Minister noted.
Russian-American relations entered a new round of aggravation after the US imposed new sanctions on Russia on April 15. On the same day, it became known about the expulsion of 10 employees of the Russian diplomatic mission in Washington. On April 16, Moscow introduced countermeasures in response.
On April 30, the US Embassy in Russia announced that it would stop issuing nonimmigrant visas and visas for non-diplomatic travel. Also, the American Embassy in Moscow announced that it would reduce the number of consular services provided from May 12 due to Moscow’s decision to ban the hiring of foreigners. In addition, the staff of the consulate will be reduced by 75%.
