Residents of Russia paid 174.9 billion rubles to get rid of garbage. This amount covered most of the debt of the population for waste collection in 2021, reports TV channel “360”.
According to Denis Butsaev, General Director of the public law company Russian Ecological Operator (REO), the population and legal entities were billed for 192.7 billion rubles. The Russians paid 90.7 percent of this amount – five percent more than in 2020, when 160 billion out of 186.5 billion were collected.

The highest percentage of collection of payments for garbage collection was in the regions of the Central Federal District, amounting to 93.3 percent, which is 0.9 percentage points more than in 2020. The companies Center for Ecological Safety, Enterprise of Housing and Communal Services in Tatarstan and Yugra-Ecology in Khanty-Mansiysk Autonomous Okrug approached 100% collection – these organizations received more than 99% of all payments. The REO noted that it was possible to improve the collection rate due to the refusal of the services of cash settlement centers and other agencies, as well as due to the conclusion of direct contracts with the Russians.
The representative of the company also explained what is fraught with unpaid garbage collection. “Low payments from the population lead to a lack of working capital for regional operators, as banks are not ready to lend to problem assets, to an increase in their debts to contractors and the risk of losing the status of a regional operator for the lack of bank guarantees for providing waste removal services,” he said. The worst-performing regions were Ingushetia (16.5 percent), Altai (28 percent) and Magadan Oblast (34.2 percent). According to experts, the low percentage of collection in them is associated with large distances to consumers and the lack of access to personal data of residents for debt collection.
Earlier, the Ministry of Natural Resources and Ecology announced a ban on the disposal of household appliances and computers. From March 1, 2022, residents of the country will have to hand over broken equipment for recycling instead of leaving it in garbage containers. The list of items falling under the new rule will include 182 types of goods.
