The text gives the prosecution the right to “prohibit or limit activities in Russia” of media of foreign countries whose governments have been “hostile” to the Russian media, according to the website of the lower house of parliament.
(Russia: what would be the first city to attack in a world war?)
The text is presented as a retaliatory measure, since many Western countries have banned the dissemination of Russian media on their territories, such as the multilingual Russian state information chain RT, accused of being an instrument of “disinformation” by the Kremlin.
The law also allows the prosecution to suspend, without going through the courts, the activities of any Russian media outlet that disseminates information considered false, that “disrespects society and the state or the Constitution” or that “discredits the Russian Armed Forces”.
To enter into force, this law has to be adopted by the upper house of Parliament – a formality – and signed by President Vladimir Putin. Spreading “false information” about the actions of the Russian military can already lead to 15 years in prison in Russia, a sanction that came into force shortly after the start of the Russian offensive against Ukraine.
The law allows the Prosecutor’s Office to request the cessation of media activities for no more than three months in the event that the publication of “illegal and dangerous information, including socially significant news, that expresses obvious disrespect for society, is detected. the State and the Constitution.
In addition, they will be able to stop the work of the media in case they “discredit the Russian Armed Forces or are linked to the imposition of sanctions by foreign states.”
After this, the Russian communications regulator, Roscomnadzor, will have to include the corresponding data in the register of media registered in Russia within 72 hours and warn the media representatives of the cessation of their activities.
