The Ministry of Finance offered to sell elite housing confiscated in Russia. On the forthcoming draft law “On Amendments to Article 1151 of Part Three of the Civil Code of the Russian Federation” reported “News”.
We are talking about the sale of premises that belong to the category of luxury and were seized in favor of the state by a court decision or recognized as escheat property. It is assumed that the initiative will be submitted to the State Duma for consideration in the fourth quarter of 2021.
“The adoption of the bills will create the preconditions for increasing the revenues of both the federal budget and the budget of the Pension Fund of the Russian Federation at the expense of the proceeds from the sale of luxury residential premises, as well as an increase in the revenues of the corresponding budgets of the budgetary system of the Russian Federation,” the Ministry of Finance explained.
The criterion for luxury real estate was proposed by the Ministry of Justice in 2020 as part of the development of a bill on the possibility of seizing the only housing that falls under this definition from debtors. Such living space should cost more than 30 million rubles or have an area of more than 50 square meters for each resident. The norms were not officially adopted, but in April 2021, after the precedent, the Constitutional Court made adjustments to law enforcement.
The State Duma reacted to the innovation ambiguously. The deputy chairman of the LDPR faction, Yaroslav Nikol, noted that it would be right to sell housing not at an underestimated cost and transfer money to the Pension Fund. He added that it is very expensive to maintain luxury real estate on the balance sheet of the state.
The first deputy chairman of the Just Russia faction, Mikhail Yemelyanov, noted that there is a lot of understatement in the initiative, since, despite the fact that the Constitutional Court ordered these norms to be introduced, the criteria for luxury housing have not yet been spelled out in the legislation. He is confident that this could hit the middle class. Political strategist Dmitry Fetisov believes that the bill will be adopted by the State Duma, since it follows the federal trend in the fight against corruption. He concluded that he should have been expected sooner.
Earlier, experts from Skolkovo Realty analyzed the situation on the real estate market and named the amount for which the most expensive mansion can be rented in the Moscow region. Monthly for the object will have to pay nine million rubles. The expensive object is located in the cottage village “Zhukovka-21”, nine kilometers from Moscow. The mansion covers an area of 2.1 thousand square meters and is located on a plot of 60 acres.
