Russian considers that the responses of the United States and NATO clearly show how seriously the thinking of the West and Russia differs from the European security architecture.

At the end of the letter, Lavrov states that Russia wants each country to be responsible, for its own part, not as part of any bloc, for the clarifications requested by Russia.
