Restrictions THL is no longer in favor of a corona passport or its conversion into a vaccine passport: “Serious side effect”

Excluding unvaccinated people from services could increase polarization and increase vaccine resistance, THL said in a statement to the Ministry of Social Affairs and Health.

Health and the Welfare Office (THL) is not in favor of reintroducing the corona passport as a means of avoiding restrictions. THL also does not see the conversion of a corona passport into a mere vaccine passport as a “good option for public health”.

In order to obtain a coronary passport in its current form, a certificate of negative test certificate is also valid in addition to the vaccination series and the disease contracted.

“Because vaccinations do not significantly prevent omicron infections but only serious disease, the application model is outdated because it exposes non-vaccinees to the risk of serious disease,” THL said in a statement to the Department of Social Affairs and Health on Thursday.

If the corona passport would be limited to those vaccinated or already suffering from the disease, ie it would be converted into a so-called vaccine passport, the use of which would be “perhaps medically justified” according to THL. However, the institution believes that there would be other serious problems with the solution.

“THL does not consider this to be a good option for public health, as it would completely exclude non-vaccinators from services and could have a significant and lasting effect on general vaccination support in Finland. This would be a serious side effect with significant long-term effects, ”the department explains.

The statement has been signed by the CEO of THL Markku Tervahauta and the Director of Health Security Mika Salminen.

THL notes that vaccine support in Finland has been high by international standards. Undermining vaccine favorability by “further polarizing the situation of non-vaccinees” would be detrimental to the facility.

THL has estimated from registry surveys that 10 to 20 percent of non-vaccinated individuals have already been confirmed to have had a coronary infection. The actual proportion of patients is likely to be even higher, THL estimates.

“Raising the vaccination rate from the current level is challenging, and consideration should be given to what is considered sufficient and where, at least through interference with fundamental rights, it is no longer proportionate to try to raise it,” the statement said.

THL therefore questions whether a new type of vaccine passport would be worth trying to encourage unvaccinated people to take vaccines. Instead, the institution fears that the introduction of a vaccine passport would increase vaccine resistance.

Director general Tervahauta tells Helsingin Sanomat that he understands, for example, the desire of the business community for the rapid introduction of the passport. The corona passport functioned appropriately in the fall, but the omicron variant has dropped the bottom of it, he said.

According to THL, the vaccine passport could also increase criticism of vaccines other than coronary vaccines. That would be very detrimental to public health, Tervahauta says, according to the plant’s experts.

Is there any version of the corona passport that THL considers to be useful in the current situation?

“Let’s just say it’s not exactly,” Tar Tomb replies.

However, he states that the situation could change again if a variant that causes a more frequent serious illness or a completely new virus starts to spread in Finland.

That’s why he says last week he proposed preparing a digital vaccine certificate. It would show vaccines other than coronary vaccines. According to Tervahauda, the certificate could also be used as a vaccine passport if the need arises.

Government a working group of ministers on coronation outlined on Thursday that the government will continue to freeze the coronary passport until mid-february. This means that operators subject to restrictions may still require an interest rate passport from customers and participants, but will not be able to obtain an exemption from the restrictions.

The government has prepared an amendment to the law that would allow the requirement for an interest rate passport as an independent restrictive measure and no longer just as a means of avoiding restrictions. The government has also wanted to turn the corona passport into a mere vaccine passport. However, THL’s critical stance may still affect the plans.
