Deputy states that the text does not propose privatization and criticizes minister Alexandre de Moraes
The federal deputy Eduardo Bolsonaro (PL-SP) said that resorts close to the sea are opportunities for workers. The congressman had been questioned by journalist Guga Noblat about the PEC (Proposed Amendment to the Constitution) of Praias (3, 2022) and the possibility of the text making it difficult for the public to access the sand strips.
The proposal being processed in the Senate recently gained the spotlight under the guise of being a proposal that would allow the privatization of beaches. In reality, it deals with marine land, which comprises a strip of 33 meters inland from the LPM (Line of Average High Water) and does not reach the sea.
The Union will be able to earn up to R$140 billion from the sale of land, but it would no longer collect forum and occupancy taxes.
When asked by Guga Noblat whether the beaches will be privatized, Eduardo declared: “We are not the [ministro] Alexandre de Moraes, we don’t close anything”. The publication was shared on his Instagram profile on Wednesday (June 12, 2024).
Regarding the beaches that are accessed through marine land, the deputy said that Brazil misses several opportunities, such as the creation of resorts, without the PEC. “There are a lot of places here that are beautiful and Brazilians who can afford it will take a vacation in Cancún [México]“he declared when defending the proposal.
According to the deputy, the resorts mean more jobs for people to escape poverty. “What’s the point of living in a place where you have poor survival conditions and may have the possibility of having a job next door”he said.
Eduardo further stated that the “real reason” The reason why they are talking about privatizing the beaches is because of the payments for marine land to the Union. “Does it make sense for you to pay taxes created in the 19th century? I don’t think it makes any sense.”
Watch (5min26s):
Currently, those who occupy areas in this range, whether States, municipalities or private agents, share ownership of these lands with the Union, which holds 17% of the land’s value. Therefore, residents of these areas pay two taxes to the federal government, called forum and laudêmio – the latter is paid whenever a property in the area is sold, at a rate of 5% of the land value.
