In the Baltics a guide with instructions for occupation has been distributed to citizens. Perhaps it would be good to compile and distribute a similar guide in Finland as well. The guide could also provide instructions for other exceptional situations. Should a crisis or emergency arise unexpectedly, basic guidance would be available and the citizen would not have to go and search for and analyze fragmented information online.
With the onset of the coronavirus crisis, citizens’ need for information increased and various rumors and misinformation could spread effectively. If the crisis were military, the adversary could hack websites and spread false instructions. In addition to the military crisis, Finns may be threatened by extreme weather events, forest fires, various accidents, unemployment, building molds, illnesses and lifestyle-related health problems.
