Commission to investigate alleged corruption scheme in Ministry of Education
the senator Randolfe Rodrigues (Rede-AP) obtained, this Thursday (23.jun.2022), 27 signatures (1/3 of the Upper House) for the opening of a CPI (Parliamentary Commission of Inquiry) in the Senate that will investigate the alleged scheme of corruption in the Ministry of Education.
Randolfe resumed the initiative with the preventive detention of former minister Milton Ribeiro (Education) in the case about the role of pastors in the MEC. Here’s the intact of the application (303 KB).
The senator began collecting signatures in April, after audios of Ribeiro were leaked saying he prioritized a pastor at Bolsonaro’s request. The case, however, cooled and some senators even withdrew their support.
Rodrigues had the support of Renan Calheiros (MDB-AL), who is no longer in office. By rule, only the signatures of senators in office on the day of reading the request are valid.
With Ribeira’s arrest, Senator Soraya Thronicke (União Brasil – MS) joined the initiative and replaced Calheiros.

CORRUPTION IN THE MEC
The PF (Federal Police) arrested the former Minister of Education Milton Ribeiro this Wednesday morning (June 22). The preventive arrest warrant was issued in the case about the performance of pastors in the MEC.
The PF operation also fulfills search and seizure warrants against pastors Arilton Moura and Gilmar Santos. Pastor Gilmar Santos has also been arrested by the PF.
Milton Ribeiro is the first former minister of President Jair Bolsonaro (PL) to be arrested. The “Paid Access” operation was launched this Wednesday (June 22).
The investigation investigates the practice of influence peddling and corruption for the release of public resources from the FNDE (National Fund for the Development of Education).
The former minister was arrested for the crimes of influence peddling (sentence from 2 to 5 years of imprisonment), passive corruption (2 to 12 years of imprisonment), malfeasance (3 months to 1 year of imprisonment) and administrative law ( 1 to 3 months). The investigation against Ribeiro finds out whether people with no ties to the Ministry of Education acted to release resources from the FNDE (National Fund for the Development of Education). The request to open an investigation was made after suspicions involving the actions of pastors Gilmar dos Santos and Arilton Moura.
Milton Ribeiro resigned as Minister of Education on March 28. The removal was requested after a leaked audio showed the minister saying that he prioritized the transfer of funds to municipalities indicated by an evangelical pastor at the request of the president.
In audios released on March 22, Milton Ribeiro said that his priority was “first to serve the municipalities that need it most and, secondly, to meet all those who are friends of Pastor Gilmar”. He also stated that this “was a special request that the President of the Republic [Jair Bolsonaro]” did.
