The City Council presents three initiatives of 10 million euros for financing with ‘Next Generation’ funds
Before the end of the year, the Murcia City Council will know if the last three projects presented for the rehabilitation of emblematic buildings in the city will be subsidized by the ‘Next Generation’ funds. An investment close to 10 million euros for the improvement of the Ramón Gaya and Almudí museums and the municipal center of Saavedra Fajardo.
The projects are part of the second phase of the European call and in the first the City Council presented those for the rehabilitation of the Verónicas market (7.2 million euros) and the second phase of the Old Jail (7.5 million). In both cases, they are part of the PIREP call (Program to Promote the Rehabilitation of Public Buildings) of the Ministry of Transport, Mobility and Urban Agenda and together they represent an investment of 25 million euros.
The Deputy Mayor and Councilor for Public Works, Mario Gómez, and the Councilor for Public Roads and European Programs, Juan Fernando Hernández, explained yesterday that the work will focus on energy efficiency (which has 100% European funding); and environmental sustainability, accessibility, habitability and conservation of buildings, in these cases financed at 85%.

“From now on, the ball is in the Ministry’s court,” they pointed out, after commenting that they hope that before the end of the year it will be known if they are definitively approved. The ministerial decision on the first two municipal initiatives must be known in advance.
Gómez stressed that “these are necessary actions, because they are all emblematic and very popular buildings”, and added that if the aid is not received, the City Council will assume the works in its entirety. In fact, he commented that the Consistory can request loans for investments of up to 30 million euros without having the approval of the Ministry of Finance due to the “significant” reduction of the municipal public debt.

The investment in Saavedra Fajardo will be 5 million, 4.6 in the Almudí and one million euros in the Ramón Gaya. The projects are already drafted and will go out to tender as soon as the result of the call is known. The reception of the works must be completed, in the case of the first two projects in September 2024, and in the case of the last three in March 2026, according to the calendar of these European aid.
Councilman Hernández pointed out that the second line of the program imposed as conditions that the buildings to be rehabilitated involved an investment of half a million euros in material, that it exceed one thousand square meters of action and that the intervention was not less than 500 euros/meter square. “Murcia aspires to the maximum, since the PIREP allowed up to five rehabilitation projects per municipality and we have presented five.”
Energy saving
The execution of the works in these public buildings will allow the City Council to save more than 60% in primary energy consumption, bringing them closer to the popular Near Zero Energy Buildings or Almost Zero Consumption Building, the councilors explained.
Regarding the reduction of CO2 emissions, it is estimated that it will exceed 520 tons with actions in energy efficiency, as well as with the implementation of systems for the use of natural light. The landscaping of the Ramón Gaya roof has also been planned.
