Prime Minister | The Ministry of Foreign Affairs rejects Marini’s staff’s idea of a NATO advisor to the prime minister

The Ministry of Foreign Affairs is afraid that the change in the regulation would transfer security political power to the Prime Minister’s Office.

State Department is critical of the proposal for the prime minister’s own security policy advisor. It also does not want a new security policy unit in the government office, but considers it unnecessary.

These changes have been proposed by the Prime Minister’s Office in a recent memorandum. Based on the memorandum, the regulation on the role of the Government Office would be amended.

The Cabinet Office is one of Finland’s ministries. It assists the prime minister in managing the government and is responsible for monitoring the implementation of the government program.

State Department considers the Government Office’s idea “deviant”, says the statement seen by HS. In the ministry’s opinion, the proposal would mean, in practice, a transfer of power from the ministries closer to the prime minister.

“The Ministry of Foreign Affairs emphasizes the fact that the proposed amendment to the rules of procedure could effectively transfer the competence of the Ministry of Foreign Affairs in the field of foreign and security policy to the Cabinet of the Government,” the statement says.

Yle told on Monday that the Prime Minister Sanna Marini (sd) the staff has prepared a regulation change that would secure stronger support for the prime minister in security policy issues.

The position of the Ministry of Foreign Affairs has been reported in the past Evening News.

The State Council in the chancellery’s memorandum, the new position of the prime minister’s security policy advisor and the new unit are justified by Finland’s NATO efforts.

“With NATO membership, the number of security policy matters that belong to the Prime Minister and the Prime Minister’s Office will increase,” the memo reads.

The Ministry of Foreign Affairs considers the strengthening of the Prime Minister’s security policy support “justified in itself”. However, in the ministry’s opinion, it would be more clearly successful without changing the regulations and based on the current structures.

In its memo, the Cabinet Office tries to combat fears about the transfer of power.

“The proposed changes would not change the division of responsibilities between the ministries, but they would emphasize the growing importance of security policy issues also in the tasks of the Prime Minister and the Prime Minister’s Office,” the draft says.

Statements on the memorandum have also been requested from the Office of the President of the Republic and the Ministry of Defense. The Ministry of Defense has already asked for the deadline for its own statement to be postponed until next week, which was also granted.
