The package included applications and documents submitted to Kela’s Kouvola service point on 26 November. According to Kela’s information, there were about 20 customers at the service point at that time. In addition, the package has contained documents left in a mailbox outside the service point.

Kela handed over the package to Posti for transport. The destination was Kela’s scanning center. According to the package tracking code, Posti has received the package. However, the package has not been marked in the Post’s tracking system as handed over or delivered to the recipient and has not arrived at the scanning center. The post office has reported the loss of the shipment.

Postal by a human error has occurred in the sort and the packet has been redirected incorrectly.

The lost shipment has included documents related to Kela’s benefits, which contain customers’ personal information.

Kela has reported the data breach to the Office of the Data Protection Commissioner.
