Security footage from a supermarket in Carapicuíba, in Greater São Paulo, captured a group of military police officers assaulting a black man during an approach last Thursday afternoon, the 23rd. SPTVfrom TV Globo, show the PMs punching and kicking the victim, who was already surrendered by a rear-naked choke, applied by another policeman.
From the images, it is possible to see that at least five punches are thrown by one of the agents and, also, that the police take turns during the blows.
In a note, the Public Security Secretariat of the State of São Paulo (SSP) reported that the Policing Command of Metropolitan Area 8, of Osasco, and the Police Internal Affairs Office opened an inquiry to determine the facts, and said that the police officers involved in the occurrence were transferred to the administrative sector until the conclusion of the investigations.
According to information released by the SPTV, the police were called to the supermarket to respond to an occurrence. Witnesses reported that the victim, a black man, said he was bothered by a possible persecution of market officials against him.
The man was then approached by the police, but resisted. A possible aggression against the agents would have motivated the PMs to immobilize the victim.
After the blows, the man and a boy who accompanied him were taken to the police station. They were heard and then released. The case was registered as bodily injury, disobedience, contempt, resistance, accidental fall and racial or color prejudice.
The SSP also said that violent approaches “are not part of the guidelines” of the secretariat and that truculent attitudes “will not be tolerated”. “The police officers involved are assigned to the administrative service until the conclusion of the investigations, within 60 days. The SSP reiterates that all types of misconduct will be investigated and punished,” said the secretariat.
The Police Ombudsman said that it opened a procedure to gather more information about the case and that it requested images from the body cameras (COPs) of the agents involved. The agency also stated that it monitors the evolution of the health status of one of the police officers, who reportedly had an accident during the incident. No further details were provided.
