The Civil Police of São Paulo investigates the relationship between state deputy José Américo (PT) and businessman Paulo Cesar de Souza Brittes, who worked as a parliamentary advisor to PT. Brittes is the owner of a company mentioned in the inquiry on frauds of Social Health Organizations by doctor Cleudson Garcia Montali. In addition to Américo, the police are investigating the connections between state deputy Rodrigo Gambale (PSL) and licensed federal deputy Sival Malheiros (Podemos-SP) with Cleudson.
The doctor was sentenced in two cases to sentences that, added together, reach 200 years in prison. He was the main target of Operation X-Ray, which investigated fraud in hospitals in 27 cities in four states. In the case of José Américo, what caught the attention of the police was the fact that the PT member had joined the CPI of the Social Organizations of the Assembly, as well as deputy Carlão Pignatari (PSDB) – who was caught in conversations with Cleudson suggesting that the doctor take over the administration. hospitals in Santa Fé do Sul and Ferraz de Vasconcelos.
The photo of José Américo – former president of the PT municipal directory and former president of the City Council – was included in Event 242, a section of the survey that investigates the companies that, hired by the group, returned part of the funds received to the members of the organization. There is also information that the CPI heard Cleudson’s testimony on August 1, 2018, when the doctor denied suspected irregularities.
“He (Brittes) was my advisor in the north of São Paulo until 2017. He left the office to work as an executive at an OS in Barueri, before the CPI. Afterwards, I never heard from him again”, said the deputy. The path taken by the police to the name of José Américo began with the suppliers of the so-called Birigui project.
It was there that they found that Brittes’ company received BRL 167,000 a month and, according to notes seized by investigators, returned BRL 6,000 to BRL 120,000 to the criminal organization. All recorded in notes made by Márcio Takashi Alexandre, appointed as responsible for the gang’s payments.
The police officers wrote: “Knowing Orcrim’s modus operandi that uses supposed service providers to obtain a return on public money, we searched the list of service providers at the Orcrim branch in Barueri for a name similar to the one in the note and found the company Brittes Odonto Medics Prestação de Serviços Médicos e Odontológicas Ltda”.
The company reports as an activity the service in emergency rooms and emergency hospitals. Its headquarters would be in the neighborhood of Santa Teresinha, in the north of São Paulo. Investigators verified that the address was the same as the businessman’s residence, who is a dentist. The property, according to the police, is “a simple house, without any indication that a company operates there”.
Brittes traveled in August 2019 to Pará, where Cleudson ran hospitals. The doctor intended to expand the businessman’s participation in the group. Brittes attended meetings at the Pará Health Department to sign contracts, which were the target of Operation SOS, by the Federal Police.
Gambale
In the case of the PSL deputy, investigators suspect his connection with negotiations for Cleudson’s group to take over the Ferraz de Vasconcelos Regional Hospital. In addition, the police intercepted conversations with Ricardo Bracale, an advisor to Malheiros. According to the police, both Bracale and Malheiros had a close relationship with Cleudson and, as telephone conversations show, “Bracale participates in several meetings with members of Orcrim”. Bracale would have given Márcio his son’s account to receive deposits from the organization.
He also sent Márcio the news of the release of funds for parliamentary amendments for Birigui and Pacaembu. Immediately, Márcio passed the information on to Jackson Carlos dos Santos, Gambale’s advisor. The material was included in the investigation in the section that investigates the transfer of parliamentary amendments to the criminal organization. O Estadão sought out Gambale and Malheiros and their advisors, but did not receive a response until the conclusion of this edition.
