Satisfaction of Minister Enrico Giovannini: “With the reforms approved today in the CDM and those defined in the conversion of the Infrastructure and Transport Decree, Mims achieves this year’s objectives and anticipates those planned for March and December 2022”.
Rome – With the approval of the decree implementing the National Recovery and Resilience Plan (Pnrr), the Council of Ministers gave the green light to the rules that allow to speed up the approval process of the five-year program agreement between the Ministry of sustainable infrastructures and mobility (Mims) and the Italian railway network (Rfi) and of speed up the authorization process for all railway projects. These reforms, included among those foreseen by the Pnrr by the end of 2021, are added to those introduced by the Transport and Environment Commissions of the Chamber in the conversion of the Infrastructure decree law and which concern the safety of roads, bridges, viaducts, the overgrown plan and the strategic planning of the port authorities.
“With the approval of these measures, the MIMS completes the picture of the reforms envisaged among the objectives of this year’s NRP and also anticipates some targets foreseen for 2022 ”, explains Minister Enrico Giovannini. “We are particularly satisfied – adds the minister – because these reforms significantly modify the current procedures with a view to accelerating the implementation of the Plan, but also of projects financed through other national and European sources”.
In particular, the reform that allows to speed up the approval process of the Program Agreement between Mims and Rfi, it reduces times that in the past took up to three years to eight months: the phases of the new authorization process have been reduced from 12 to 3, eliminating the repetition of concertation steps, but confirming the involvement of all the institutions, including Parliament, which today contribute to the process. The other reform approved today concerns the acceleration of the approval process for all railway projects and allows the time to be reduced from 11 to 6 months. To achieve this objective, the procedures already used for the priority works of the NRP are extended to all railway works, including those financed with ordinary funds and European structural funds.
“In this way it is guaranteed priority to what is called ‘iron treatment’, expected for the next ten years – clarifies Minister Giovannini – and which will allow not only to reduce polluting emissions, but also to reduce territorial inequalities through the strengthening of railway interconnections, especially in the South, and improving connections with internal areas “.
The amendments defined in the conversion process of the law decree 121/2021 (Infrastructure and transport) carry out three reforms envisaged by the NRP. The first, whose expiry was scheduled for the end of 2021, is aimed at improving road safety by clarifying the division of responsibilities and responsibilities between local authorities and Anas / concessionaires on bridges, viaducts, underpasses and overpasses that intersect the main road network. A MIMS decree will identify the works on which maintenance is the responsibility of Anas and the dealers. The second reform concerns the reservoir plan for water supply and is aimed both at simplifying the regulatory framework and at supporting the implementing bodies in the various phases of investment planning and construction of the works. This is a reform whose expiration in the Pnrr was scheduled for March 2022. The third reform concerns the simplification of strategic planning by the Port System Authorities. The streamlining of administrative procedures for the approval of the strategic system planning document is envisaged without however affecting the possibility of interventions and participation of regions and local authorities, which may express themselves at the Conference of services. In this case, the reform was brought forward by one year with respect to the deadline of the end of 2022 indicated in the Pnrr.
