On the day that his motion of no confidence was to be voted on for the third time, the President of Peru, Pedro Castillo, announced “the dissolution of the Congress of the Republic” through a message to the Nation. The president has decreed an “exception government”, the restructuring of the judiciary and a night curfew. Castillo, who assumed power in July 2021, also announced the upcoming call for elections to Congress to approve a new Constitution.
The measure has provoked the rejection of the different political forces, including the party that brought him to power, Peru Libre, for going against democracy. Vladimir Cerrón, president of the formation, has assured: “Peru Libre will not support a coup d’état in progress, we are against hyper-parliamentarism, the press is not reliable in the country, no testimony is corroborated, but we do not put our hands to fire for the President Castillo. We will not support the vacancy.”
Castillo has assured in his message that new congressional elections will be held and Peru will be governed by a new Magna Carta. “We will convene in the shortest possible time elections for a new Congress with constituent powers to prepare a new Constitution within a period of no more than nine months. As of that date and until the new Congress is established, it will be governed by decree law, ”he added.
The president maintains that he has made the decision of “an exceptional government” to “reestablish the rule of law due to citizen claims throughout the country.” A nationwide curfew has been decreed from ten at night to four in the morning on Thursday. Meanwhile, the doors of the Congress of the Republic have been closed, where this afternoon he should have faced his third motion.
Some ministers have presented their resignation letter to the ministerial cabinet, such as Alejandro Salas (Labor), after the president’s announcement. The third vice president of Congress, Alejandro Muñante, for his part, has announced that the plenary session is brought forward to 12:30 in order to vote on the motion against Castillo. Several political analysts say that the president has made this decision to evade justice in the face of corruption charges against him.
Castillo has declared that he will reorganize the justice system, from the Judiciary to other institutions such as the Public Ministry, the Constitutional Court and the National Board of Justice. Of course, he has said “that he scrupulously respects the economic model.” All this happens days after the visit of a high-level delegation from the OAS, at the request of the president, to assess on the ground whether democracy was in danger in Peru.
