Pd: assembly approves statute amendment, at the constituent stage
The proposal for a device that modifies the statute of the Democratic Party in relation to the congressional path was approved by an absolute majority of the national assembly. Out of 610 voters, 553 were in favour, 21 were against and 36 abstained.

THE STAGES – Transitional and final provision. In order to ensure compliance with the methods of holding the Congress and to implement the process of opening up the Democratic Party through the creation of a constituent process, as defined by the resolution of the National Directorate meeting in Rome on 10.28.2022, at the first application of article 12 of this Statute the Congress scheduled for 2023 will take place according to the following methods and timing.
FIRST PHASE – constituent process and participation. The following can take part in the constituent process: a. members of the Democratic Party for 2021 who have renewed their membership for the year 2022, as well as new members by the date of celebration of local congresses; b. members of political parties and movements, associations and civic movements who, by resolution of their own governing bodies, adhere to the constituent process; c. citizens who affirm their willingness to participate in the constituent process, by signing the call for participation with certified membership, also in online mode, which may provide for the collection of a voluntary contribution starting from the amount of 1 euro. It will always be possible to join the constituent process by the date set for the conclusion of the congressional discussion phase of the programmatic political platforms with the vote of the members on the candidacies for national secretary.
The course will take place throughout the national territory and through the organization of the foreign PD and will be coordinated in every territorial reality by the federations of the Democratic Party, which act as constituent promoting committees, opening up to the participation of representatives of the parties and movements and citizens who take part of the constituent process, in analogy with the National Constituent Committee.
As part of the constituent path, the participants will be called to express themselves on a series of essential political issues which will have to concern the founding values, the mission, the party form and the methods of organizing political activity, the political proposal of the Party. For this purpose, the National Secretariat, on a mandate from the National Directorate, develops tools that facilitate participation and discussion in the circles and allow the expression of the will of each individual participant in the path, also through the promotion of open assemblies, which, at a central and territorial level, they can also be organized by the Committee, by the constituent promoting committees at a territorial level, by the circles of the Democratic Party, by the organized subjects and by the citizens who take part in the constituent process.
Participants in the constitutional process acquire the status of Party members when they participate in the voting operations in the first congressional phase, or when submitting or signing candidacies for the congress, according to the methods that will be governed by the Regulations for the Congress, which must in any case provide for the verification of the payment of the registration fee. Those who fall within the provisions of art. are also members of the Party. 55.1.1, lett. a), who, if already enrolled for the year 2021, renew their enrollment within the same dates, thus being enrolled in the Democratic Party for the year 2022.
MANIFESTO OF VALUES AND PRINCIPLES – The National Directorate of the Democratic Party, on the proposal of the National Secretary, having heard the President of the Party, the Spokesperson of the Conference of Democratic Women and the Coordination of Young Democrats and ensuring the adequate involvement of the subjects who take part in the constituent process, appoints a Committee national constituent composed of registered and non-registered personalities in the Democratic Party, representatives of the world of work, professions, business, culture, university and research, associations, social and environmental innovation, local administrations, composed according to criteria of gender equality, generational balance and political pluralism, with the task of drafting the Manifesto of the founding principles and values of the Party, starting from the positive intuitions present in the manifesto of values adopted at the foundation of the Democratic Party. The proposal for a Manifesto of values and principles incorporates the indications coming from the participants in the constituent process of this article with particular reference to the consultation of the territories and adherents, and is submitted to the approval of the constituent National Assembly.
FULFILLMENTS AND TIMETABLE – The National Directorate appoints the Committee and the Commission for the Congress, also indicating the criteria through which it will be integrated with the representatives of the adherents to the constituent path, within the limit of 20% of the total members. The first phase of the constituent process must end by 22 January 2023, with the approval of the Manifesto of values and principles, the convening of the National Constituent Congress and the approval of the Regulations for the Congress by the Constituent National Assembly . The Congress Regulations must provide that the candidacies to the National Secretariat must be presented by 27 January 2023, and that the subscriptions and their transmission can also take place electronically.
The subsequent congressional procedure will be divided into two phases: a) in the first phase, to be concluded by 12 February 2023, the political-programmatic platforms are discussed with the vote of the members on the candidates for national Secretary; b) in the second session, the Primaries are convened for the choice of the National Secretary from among the first two candidates who obtained the highest number of votes among those registered in the first phase, which will take place by 19 February 2023. The first session of the new National Assembly must be held within the week following the date of celebration of the Primaries. Should exceptional circumstances require it, or in consideration of the dates on which the regional elections will be held, and without prejudice to compliance with the constituent phase, the National Directorate may establish modifications to the congress calendar.
