BRASILIA (Reuters) – Senate President Rodrigo Pacheco (DEM-MG) said on Thursday that the states are not responsible for the rise in fuel prices, highlighting, in a conversation with governors, that he wants to bring Petrobras to talk about the solution of the price policy problem.
“States are not responsible for the price rise, at least they are not the only ones responsible,” he said, in a videoconference meeting with governors.
Excerpts from Pacheco’s speech at the meeting were released by the advisor of Governor Wellington Dias (PI), who is president of the Northeast Consortium.

Governors have been working to avoid voting on a proposal, recently approved by the Chamber of Deputies and currently in the Senate, which sets the ICMS rate on fuels for a year. They claim that states will lose 24 billion reais if the proposal goes into effect.
The president of the Senate stated that he wants to talk with Petrobras’ management in order to find common ways to solve the case. He did not say whether the meeting –if it occurs– would only be with the top of the state-owned company or with the participation of governors as well.
“I propose to carry out a second stage of discussion by bringing Petrobras into the discussion,” said Pacheco.

After mentioning that the central idea of those present is the fuel price policy, the president of the Senate said that the proposal that would be the “lesser evil” and with a “lighter impact” would be to reduce the parameter period for setting the ICMS. He mentioned that this could be analyzed not as a central idea, but in a secondary way.
President Jair Bolsonaro, for his part, has criticized and blamed governors for the high price of fuel, alleging that they would be improperly appropriating a higher ICMS tax collection at times when the dollar and the input record high in international quotations.
