For opponents, the government favored the so-called secret budget; Guedes said the cut will be reversed
Opposition politicians took to social media this Thursday (15.Sep.2022) to criticize the president Jair Bolsonaro (PL) for cutting part of the 2023 budget for the Popular Pharmacy program. For opponents, Bolsonaro decided to privilege his political base with the so-called secret budget.
Created by the Ministry of Health in 2004, the program offers free or discounted medicines of up to 90% to millions of Brazilians. The Planalto cut part of the project budget for the next year. The text has not yet been voted on by congressmen.
On Wednesday (Sep 14, 2022), Minister Paulo Guedes (Economy) said he spoke by phone with Bolsonaro and was charged to reverse the reduction. According to Guedes, there was a problem due to lack of cash and the Civil House reduced the budget for the program. However, the Presidency will send a message to Congress to reverse the reduction.
On social media, politicians accused Bolsonaro of backtracking after the negative repercussion for fear of losing electoral strength. The leader of the opposition in the Senate, Randolfe Rodrigues (Rede-AP), for example, said that Bolsonaro “he wants to sacrifice the health and life of the people to send money to the center via a secret budget”.

2023 Budget
Bolsonaro forwarded the 2023 PLOA (Annual Budget Bill) to the National Congress on August 31. The project provides for the payment of installments of R$ 400 to Auxílio Brasil and not R$ 600, as Bolsonaro wants.
The federal government will have a budget of BRL 1.722 trillion subject to the spending cap rule. The budget project must be modified after the elections. Here is the entirety of executive Summary (596 KB) and the presentation (1 MB) of PLOA 2023.
Deputies and senators should have the right to R$19.4 billion in 2022, the so-called impositional amendments. It is the sum of the individual splices and the fraction of each of the bench splices.
