The All-Russian Population Census will be held in Russia this fall. It was decided to postpone its start by two weeks – from the beginning to mid-October – it became known at the end of July. At the same time, enumerators have been working in hard-to-reach and remote areas of the country for several months. How many questions will be asked
A regular population census is necessary to obtain up-to-date information on the number and composition of the country’s population, the conditions in which people live, as well as to record the dynamics of the changes taking place.… The data of the All-Russian Population Census are further used, inter alia, for the preparation of social and economic forecasts.
Traditionally, the census in Russia and in most other countries is carried out about once every ten years. – it is believed that it is during this period of time that serious social and demographic changes may occur, which must be recorded.
The all-Russian population census was supposed to take place in 2020, but due to the pandemic, it was decided to postpone it to 2021. According to the latest data, the main stage of the census will take place from October 15 to November 14 this year, it will be possible to answer questions on the State Services website from October 15 to November 8. The postponement became known at the end of July. Previously, it was planned that the census will begin in early October.
“As the analysis of the readiness of the infrastructure and personnel of the regions for the census has shown, the resources involved in organizing a single voting day (September 19) will be used to organize it,” the Federal State Statistics Service reported.
In modern Russia, they adhere to international practice, according to which they try to conduct the census in a year that ends in zero or one.… At the same time, Russia is not the only country in which, due to the pandemic, this work was postponed to a later date. In total, according to the United Nations (UN), about 75% of the countries in which the census was scheduled for 2020 took the decision to postpone.…
This time, census participants will need to answer 33 questions, 23 of which relate to socio-demographic characteristics, another ten – the state of housing conditions. For those who temporarily reside in Russia, only seven questions have been prepared – gender, age, country of permanent residence, purpose of arrival in Russia and length of stay. All the data will be entered by the scribes into the questionnaires uploaded to their tablets.
This year, you can take part in the census in three formats – to answer questions online by registering on the State Services portal; at home, having waited for the visit of the census taker (he will have clothes with the census symbols and a special certificate valid upon presentation of a passport); or by going independently to one of the stationary census points. However, for those who are in hard-to-reach areas, a separate procedure is provided – there the census has already been underway since April of this year and will continue until December.
To whom the scribes have already left
Inaccessible and remote settlements are considered to be located at a great distance from the district center and from each other, and with which there is no regular transport connection. Most of them are located in Siberia, the Far East and the Far North.
In total, according to Rosstat estimates, such settlements are populated by more than 500 thousand people… Of these, in the Republic of Sakha (Yakutia) – about 120 thousand people, in the Khanty-Mansi Autonomous Okrug – Ugra – 70 thousand people, Chukotka Autonomous District – about 50 thousand people, in the Kamchatka Territory – 26 thousand people, in the Komi Republic – 22 thousand people, in Dagestan – 54 thousand people.
In addition to local residents, there may also be those whose work is related to the trade – for example, nomadic reindeer herders, members of fishing artels or geologists.
It is also important for census takers to get to these areas because it is there that, as a rule, representatives of small and indigenous peoples live, it can be especially important for scientists to obtain information on their number.…
“The All-Russian Population Census is the only source of information about the ethnic composition and languages used in our country,” the census media office notes.
For example, based on data on the number of speakers of a particular language, experts will be able to decide how to try to preserve it.
Why was the census started earlier in these areas?
Often, a scribe can get to his site only with the help of aviation or special equipment – for example, snowmobiles or all-terrain vehicles. And sometimes only by bike.
The census of residents of such areas, as a rule, is planned taking into account the climatic characteristics of a particular region, as well as based on the schedule of those who may be fishing. Therefore, its timing differs from the timing of the main stage of the census.
So, you can find reindeer herders or fishermen in settlements only at the end of winter or early spring, but getting to stationary settlements in the North or Siberia is easiest at the end of summer or early autumn, told Head of the Laboratory of Quantitative Methods for Researching Regional Development of the PRUE G.V. By the middle of autumn, it will be almost impossible to do this, because rain and the first snow will make it impossible to travel on the roads, and freeze-up will begin on the rivers.
However, despite all the difficulties, this stage of the census should not be completely divorced in time from the main one – according to world standards, the difference between them should be no more than six months. Therefore, this “call” for enumerators in some areas will already be repeated – some of them began their work in October 2020. Then they managed to interview about 50 thousand people, or 10% of the total population of hard-to-reach areas. However, due to the postponement of the main stage, it will be impossible to use this data, so the scribes will go there again.
In total, by the end of the year, specialists must enumerate the inhabitants of about 2.6 thousand settlements in the Far North, Siberia and the Far East… So, in the near future, in mid-August, the arrival of the scribes expect in remote areas of the Irkutsk region.
