New Zealand decided to ban the export of livestock by sea from April 2023, citing animal welfare concerns. A decision that will have strong impacts on major trading partners including Australia and China.
The decision came after a ship that left New Zealand with nearly 6,000 cows and 43 crew caps capsized off Japan in 2020. Agriculture Minister Damien O’Connor said the legislation banning exports also aims to protect New Zealand’s reputation as a global leader in animal welfare standards.
‘New Zealand’s remoteness means the animals are at sea for long periods, increasing their susceptibility to heat stress and other associated welfare risks. This bill reinforces and builds on New Zealand’s reputation as a safe and ethical producer of high quality food products, ”O’Connor said, adding that the impact on exports would be low.
Live animal exports by sea account for approximately 0.2% of New Zealand’s primary sector export revenue, valued at approximately NZ $ 60 million (approximately € 35 million) annually from 2015 to 2019. The export of live animals by air is still possible.
