NATO Summit Madrid 2022
The Strategic Concept of Madrid will mark the roadmap of the Atlantic Alliance for the next decade
The Madrid Strategic Concept is already a reality. The text that will mark NATO’s roadmap for the next ten years, which was approved this Wednesday, points to Russia as “the greatest threat” to the West and puts the focus, for the first time, on China for its “operations”. hybrids and malicious cybernetics”. The content goes beyond two simple mentions, since it is the most important document for the Atlantic Alliance after its own founding act of 1949 and is designed to face what all the allies already take for granted: a new world order.
The meeting in Madrid was designed to give a more climatic and environmental aspect to NATO’s strategy, with special attention to the hybrid war that takes place through the internet and through propaganda or ‘fake news’. However, the Russian invasion of Ukraine in February turned everything upside down and showed that Russia is modernizing its nuclear forces and expanding its novel dual-capacity delivery systems, all amid more warmongering rhetoric from its president, Vladimir Putin. .
“Russia’s appalling cruelty has caused immense human suffering,” charged the heads of state and government of the North Atlantic Treaty Organization, assuring that Moscow “bears full responsibility for this humanitarian catastrophe.”
To do this, the text collects, the Russian authorities use “conventional, cybernetic and hybrid means against NATO and its allies.” “His military posture and rhetoric undermine the international order,” the Alliance has pointed out, which has accused the country of “trying to destabilize countries to the east and south” of NATO.
“In the North, their ability to disrupt Allies’ freedom of navigation in the Atlantic poses a strategic challenge to the Alliance. Russia’s military build-up in the area, including the Baltic Sea, the Black Sea and the Mediterranean region, as well as its integration with Belarus, puts our security and interests at risk,” he said.
In this sense, he warned that the countries of the Alliance “are not at peace” and “an attack against the sovereignty and integrity of the allied territories cannot be ruled out.” “Authoritarian actors endanger our interests and values,” he added.
South flank
The document also includes one of the objectives requested by the Spanish delegation, the special surveillance of the southern flank: «The conflicts, fragility and instability in Africa and the Middle East directly affect our security and the security of our partners. NATO’s southern neighbourhood, particularly the Middle East, North Africa and Sahel regions, face interconnected security, demographic, economic and political challenges. These are aggravated by the impact of climate change, fragile institutions, health emergencies and insecurity. This situation provides fertile ground for the proliferation of non-state organizations. armed groups, including terrorist organizations. It also allows for destabilizing and coercive interference from strategic competitors.”
Regarding Ceuta and Melilla, whose territory is not included in article 5 of the Alliance treaty, the Madrid Strategic Concept does not doubt the commitment of the allies to “defend every inch of the territory” of the member countries. Therefore, another question that is settled today.
Zelensky’s intervention
The Ukrainian president, Volodimir Zelensky, has asked NATO this Wednesday to end the “gray areas” on the eastern flank to give a “firm response to Russia’s actions”, something “necessary for Ukraine, the entire Alliance and the community Euro-Atlantic”.
In a speech before NATO leaders during the Madrid summit, the president pointed out that “if they really identify Russia as the main threat, they must fully support their main objective” of war, Ukraine.
“It is not a war of Russia only against Ukraine. It is a war for the right to dictate conditions in Europe. For the future of the world order. That is why it is absolutely necessary to support Ukraine with weapons, policies and economic measures, such as sanctions that prevent Russia from financing the war,” she said.
