The No More Noise Association announces that it will appeal the measure because “it will martyr the population”
Those attending the Bando de la Huerta and the Burial of the Sardine will be able to enjoy music in the open air between 12 noon and 10 at night, at the latest.
Thus, after what was approved this Wednesday, the Governing Board of the Murcia City Council has considered authorizing the installation of 90 music players in the “usual” locations, as pointed out by the Councilor for European Programs, Municipal Initiatives and Public Ways, Juan Fernando Hernandez.
The same municipal body has declared that the musical setting in the Bando de la Huerta and Entierro de la Sardina hotels, for the first time, “of special tourist and social interest” as announced by the councilor, who added that, In this way, “the special link between music, hospitality and traditional festivals is recognized, which offers a security that, until now, they had not had.”
In this way, the busiest places with a musical setting will be Avenida Alfonso X ‘El Sabio’ with five musical players, Calle Pérez Casas, Plaza de la Universidad with four or Plaza del Romea with three. The rest of the places will have from three to a player that “will emit music up to 90 decibels” as Councilman Juan Fernando Hernández has pointed out.
In addition, the agreement approved by the Governing Board includes a series of corrective measures such as having the appropriate means to avoid exceeding the authorized levels, such as limiters of acoustic emitters; and place the emitting sources (loudspeakers) as far away as possible from the facades of houses and other sensitive uses, such as hospitals and nursing homes, and not orient them towards these spaces.
It also contemplates adjusting the emission levels of each of the musical installations to the level of background noise existing in the different streets and/or areas, reducing these when the background level is lower and especially in the last hours (from 8:00 p.m.), without ever exceeding the authorized level and times.
In this sense, Hernández has clarified that those facilities that comply with these measures “may be closed.”
However, the president of the Association ‘No more noise’, Pedro Pérez Piernas, in statements to Europa Press has commented “without knowing the regulations in depth” that “they are going to appeal” since, from his point of view, ” a background music at 90 decibels is an exaggeration” and for 12 hours straight “it is a martyrdom”.
Pérez Piernas has also argued that the musical setting “does not correspond to any tradition”, quite the opposite of the parades. The ‘No more noise’ association has also questioned whether the location of these musical equipment requires “an individualized noise impact report” for which they have expressed their doubts that “the City Council has been able to make up to 90 reports.”
In this way, the Murcia City Council has ensured that this ordinance meets the demands of the Regional Federation of Hospitality and Tourism Entrepreneurs (HoyTú) and Murcian society, as they are two of the most traditional festivals in the municipality that are special tourist and social interest.
From the employers’ association they have pointed out that with this measure “a solution has been given to a created problem.” The president of HoyTú, Jesús Jiménez has pointed out that, in this way, “we are going to have a Bando and a Burial of the Sardine just like before”.
The hoteliers of the city of Murcia are hopeful with these parties that can be “the lifeline” for many businesses that have been affected by “a Christmas marked by the pandemic”, Jiménez pointed out.
