According to the Constitution, they cannot take over on an interim basis because they are candidates in the 2022 elections.
The trip of the President of the Republic Jair Bolsonaro (PL) abroad forced the vice Hamilton Mourão (Republicans) and the president of the Chamber of Deputies Arthur Lira (PP-AL) to leave the country in the next few days. They would not have commitments outside Brazil, but they are forced to leave the country or they would become ineligible, as they are on an electoral campaign.
The President of the Senate Rodrigo Pacheco (PSD-MG) will take over on an interim basis during the period.
According to the Constitution, in order to run for another political office, presidents, vice presidents, governors and mayors must resign from their current mandates up to 6 months before the election for which they intend to run.
Pacheco, unlike Bolsonaro, Mourão and Lira, is not running for office in the 2022 elections. He, who has 4 more years in the Senate, is 4th in the line of succession to replace Bolsonaro.
This is the 3rd time that Pacheco assumes the presidency. The other two times were in May and in June this year as well. On the 1st occasion, Bolsonaro was in Guyana, Mourão, in Uruguay, and Lira, in the United States. The 2nd time, Mourão was in Spain, while the chief executive and the president of the Chamber went to the US together.
