Ciudad Victoria, Mexico.– Morena’s deputies, who now have a qualified majority in the State Congress, approved an opinion that eliminates the need to obtain the consent of the 43 City Councils to carry out reforms to the local Constitution.
This measure was inherited by former Governor Francisco García Cabeza de Vaca as part of his protection strategy.
In July 2021, PAN legislators approved a decree at the initiative of García Cabeza de Vaca, establishing that the City Councils would be responsible for approving or rejecting any modification to the Magna Carta of Tamaulipas. At that time, most municipalities were governed by National Action mayors. The modification occurs now, when the majority of the City Councils in Tamaulipas are led by Morenista mayors. In Wednesday’s session, the State Congress approved the ruling by a majority vote.
PAN deputy Gerardo Peña criticized the proposal, suggesting that more time was required to analyze reforms of this magnitude. Despite the opposition of the National Action bench, the opinion was approved with 27 votes in favor, 6 against and 2 abstentions.
Isidro Vargas, local representative of Morena, highlighted that the main objective of this reform is to grant Congress greater autonomy in its decisions, eliminating the need for approval by the Cabildos for constitutional modifications. Vargas argued that the rigidity of the current process does not adjust to the social reality of the State and that the intervention of the City Councils has hindered legislative work. In addition, he emphasized the importance of Congress recovering its ability to legislate without the scrutiny of the mayors, stating that it is crucial to benefit the population of Tamaulipas and build a better future. For his part, Moreno member Claudio Alberto De Leija Hinojosa stressed that this proposal eliminates the interference of municipalities in constitutional matters, reducing bureaucracy. According to De Leija, this will guarantee a more agile and representative legislative system, for the benefit of the people of Tamaulipas.
