Foreign citizens will be able to obtain a residence permit (residence permit) in the Russian Federation in exchange for investment in the economy. Such a bill was developed by the Ministry of Economic Development (Izvestia has it).
To obtain documents, they will need to invest at least 10 million rubles in opening an individual entrepreneur, employing at least 10 people, make a contribution to the capital of a Russian organization of 15 million or 50 million – to a foreign one (and the latter must work in Russia at least three years old). There are also options for obtaining a residence permit through less risky investments. In particular, you can apply for the type on condition of buying OFZ or real estate for 30 million rubles, however, these assets must be owned for at least three years prior to filing an application.
In the context of increasing competition with developed foreign countries for investors, entrepreneurs, highly qualified specialists, it is necessary to create the most favorable conditions for attracting such categories of foreign citizens, it follows from the explanatory note to the bill. The proposed measures will have to contribute to the accelerated technological renewal and development of the Russian economy and the creation of highly productive jobs with decent wages, the document says.
Izvestia turned to the Ministry of Economic Development with a request to comment on the main purpose of the bill.
“The granting of a residence permit should be an incentive for foreign citizens interested in investing in our economy, but not create false preconditions for obtaining a migration status,” said the first deputy head of the department Mikhail Babich.
