According to the order of the Ministry of Internal Affairs of the Russian Federation, from December 29, labor migrants will begin to issue patents in the form of a card with a microcircuit containing an electronic image of the face and fingerprints of its owner. Relevant document published on Monday, December 20, on the official portal of legal information.
“To approve the form of a patent issued to a foreign citizen or stateless person who arrived in the Russian Federation in a manner that does not require a visa, in the form of a card with an electronic data carrier,” the order says.
It is indicated that the size of the patent card will be 8.5 cm by 5.3 cm.
The series and number of the patent, as well as the surname, name and patronymic of the owner, his date of birth and citizenship, profession and TIN will be contained on the face of the card. On the other side – the name of the subject of the Russian Federation, in the territory of which its owner works, by whom and when the document was issued. At the bottom of the reverse side of the card there will be a numbering of the patent form of nine characters, a QR code with the full name of the patent owner, date and place of birth, citizenship, as well as the series, number and expiration date of the document proving his identity, series and number issued patent.
The microcircuit will also be located on the reverse side and will contain “biometric personal data of the owner of the patent – an electronic image of the face and an electronic image of the papillary patterns of two fingers of this person’s hands, suitable for his identification,” the document says.
In this case, patents made according to the previously established form will be used until they are “completely used up.”
On November 19, it was reported that on December 29, an order of the Ministry of Internal Affairs of the Russian Federation would come into effect, obliging foreigners or stateless persons who arrived in Russia for more than 90 calendar days to provide the territorial office of the Ministry of Internal Affairs with a certificate of the absence of health problems, including the absence of drug addiction and HIV.
According to the document, it will be necessary to provide certificates on paper or in electronic format within 30 days from the date of expiry of the previously issued certificates of medical examination.
In addition, it will be necessary to translate into Russian certificates issued in a foreign language, with a notarized correctness of the translation.
