The so-called “card 48” of the memorandum in fact provides for the training and support of Libyans in anti-migrant function, but over the years it has proved to be a waste of resources that has produced serious consequences: on the one hand, members of the military often they did not deal with relief efforts, and in the absence of humanitarian NGOs, thousands of migrants continued to die trying to reach Europe. On the other hand, the brutal violence perpetrated in the detention centers – both official and unofficial – where people intercepted by Libyan patrol boats are led, are now well known and demonstrated.
