Mexico did not solve the 28 points of the technical review on air safety of the Federal Aviation Administration of the United States (FAAfor its acronym in English), which took place from June 13 to 17, for which the Country maintains the degradation to Category 2.
Roger Rodrigueza specialist in the aviation sector, confirmed to Grupo REFORMA that the aspects that led to the downgrading of Mexico to Category 2 were not resolved, mainly those that are the responsibility of the Mexican authorities and that have to do with the psychophysical certification in aviation medicine.
“It could not be proven that the optimum psychophysical state of health of those who hold a license is reviewed. In addition, it also fell far short of training, given that it cannot be proven that inspectors and verifiers from the Federal Aviation Agency civil (AFAC) have adequate training or have courses on the subject,” he said.
“Mexico was disapproved, in such a way that the process was left open and uncertain because there are no dates or commitments for said technical review to be carried out again. In addition, the FAA assigned new personnel with whom it will maintain institutional communication and that is a symptom of harshness from the US authorities,” he said.
In this way, the Country will have to continue working to resolve these elements and it will be up to the Mexican authorities to request a new date to carry out the new audit. Likewise, communication at the level of authorities and diplomacy must be maintained while this happens.
Another source, who asked not to be named, confirmed that Mexico failed said technical audit and that the elements that the country cannot resolve are the lack of personnel and training, in addition to salary issues, factors that were pointed out the first time that Mexico was demoted 10 years ago.
“There is no deadline, there is no calendar, and Mexico is still not ready. The present Administration is not interested in aviation; it thinks that it does not affect it and as long as this vision does not change, we will continue in this situation,” he said.
On the other hand, Rogelio Rodríguez assured that Mexico could ask the International Civil Aviation Organization (ICAO) a technical opinion to interfere in case it considers that the FAA’s observations are not correct and there was arbitrariness.
“This, in the event that Mexico has complied and that there are elements to say that they are solved and that it has legally trained personnel to carry it out. Our country could ask ICAO to review the FAA review,” he mentioned.
The “technical review” is an audit or test-type procedure (flight simulator) in which the FAA reviews Annexes 1, 6 and 8 of the ICAO, which are the areas of interest of the United States to guarantee safety with respect to the aircraft of the companies that travel to said country.
On May 25, 2021, the FAA downgraded Mexico to Category 2 of the International Aviation Safety Assessment Program (IASA).
