The Government of Mexico presented this Friday a complaint at the United Nations (UN) against Ecuador for the assault by the Ecuadorian Police on the Embassy in Quitofor serious violations of diplomatic sovereignty.
The permanent representative of Mexico to the UN, Héctor Vasconcelos, has taken a decisive step in denouncing the serious violations of the Mexican Embassy in Quito, Ecuador, on April 5 due to the violent entry of Ecuadorian security forces and the attacks against the person and dignity of its diplomatic staff.
Through a communication addressed to Secretary General António Guterres, Mexico has exposed the facts and requested concrete actions to guarantee respect for international law.
The communication presented today is based on the procedure established by resolution 77/108 of the UN General Assemblydesigned specifically for cases like the one Mexico faces after the violent entry of Ecuadorian security forces into its embassy in Quito.
With the support of photographic evidence and a detailed account of the events, Mexico has outlined the violations of international law perpetrated by the Ecuadorian authorities, noted the Ministry of Foreign Affairs.
As established in article 22 of the Vienna Convention on Diplomatic Relations (CVRD), Ecuadorian agents were expressly prevented from entering the Embassy of Mexico and They had the obligation to protect it against any intrusion or damage.
In addition to the complaint before the UN, Mexico has requested the International Court of Justice (ICJ) to initiate procedures to hold Ecuador internationally responsible and specify the corresponding reparations for illegal and repeated actions.
The communication sent to the UN also includes a request for the information to be disseminated among all members of the organization and to be discussed on the agenda of the General Assembly under the topic “Examination of effective measures to improve the protection and security of missions and diplomatic and consular representatives”, in line with resolution 77/108.
Mexico sues Ecuador before the ICJ for assault on its embassy
This morning, President Andrés Manuel López Obrador affirmed the lawsuit presented by the Government of Mexico before the International Court of Justice (ICJ) poses an unprecedented measure: the suspension of Ecuador's rights as a member state of the UN, until offer a public apology and commit to not repeating the assault on the Mexican embassy.
López Obrador highlighted that this action seeks to establish a precedent worldwide, where any member state that violates international law and the sovereignty of other nations is expelled from the UN.
This principle would be debated in the UN General Assembly, where all member countries would have a voice and vote, without the possibility of a veto by the Security Council.
The President emphasized that this initiative seeks to guarantee a world governed by international laws and norms, instead of allowing authoritarianism and interventionism of the strongest.
I consider that The assault on the Mexican embassy by Ecuador has affected relations between both countries, who historically have been brothers.
Regarding violations of the right to asylum by Ecuador, López Obrador announced that this issue will also be brought before the ICJ. In addition, he highlighted the rectification of the Canadian government, which now shows a more energetic stance regarding the illegal raid on the Mexican embassy.
López Obrador reported on a virtual meeting that he will hold on Tuesday, April 16, with Latin American presidents at the summit of the Community of Latin American and Caribbean States (CELAC), where Ecuador's actions and their implications in the region will be addressed.
