About 1,000 mayors plan to mobilize on Tuesday (5.Jul.2022) in Congress against measures pending in the Legislature, the federal government and the Supreme Court. The reason: these texts increase expenses and reduce municipal revenues.
the president of CNM (National Confederation of Municipalities), Paulo Ziulkoski, states that, by making certain decisions, cities lose the ability to fulfill their most basic functions, such as financing education.
Ziulkoski gave as an example the PEC that increases Auxílio Brasil, Auxílio-Gás and the project that set a ceiling of 17% to 18% for ICMS on fuel, electricity, urban transport and telecommunications. The ICMS collection limit represents a cost of R$ 22.06 billion to the municipalities, and reduces the margin for the payment of expenses of the cities.
Altogether, Ziulkoski projects that city halls could have a fiscal impact of R$73 billion if measures currently in progress are approved.
The total cost could rise to R$ 250.6 billion if all the proposals mapped by the confederation are approved.
