The Senate approved the trust on the Ukraine decree. The absence of the agenda of Brothers of Italywhich would have committed the executive – as happened in the House with another odg – to increase the military spending at 2% of GDP, attenuated the fibrillations of the Five Stars movement. The hard line espoused by the leader Giuseppe Conte however, it inevitably created a fracture especially with Democratic party which is bound to have aftermath. The senator of the Democratic Party Andrea Marcucci, considered a free hitter albeit close to the reformist grassroots current, for example, he does not even discount the vote today at Palazzo Madama. The former president of the dem senators, interviewed by Affaritaliani.it, in fact, he immediately makes it clear: “I consider what happened today in the Senate on Ukraine to be serious and reckless. The vote against the Five-star Petrocelli, president of the Foreign Affairs commission, is worrying, and the absences of several other senators, including M5s Pesco, chairman of the Budget Commission, are equally worrying ”.
Senator, the M5s sings victory after Minister Guerini’s opening on the progressive increase in military spending. Is this really so or, in reality, was a progression already in things?
The adjustment of military spending has always been considered a tendency to reach 2%. In recent days, unfortunately, the M5s has made many other settings apply. The merit of Minister Guerini was to bring the debate back to a concrete level. The agreement with NATO will be respected, with the same gradualness undertaken by the previous governments, including the same ones led by Conte.
What is your idea of this uprising of the Movement?
Meanwhile, I would like to emphasize that the agenda was also correctly voted on by the pentastellated deputies in the Chamber. I also remember the commitment in this sense guaranteed by the Foreign Minister, Luigi Di Maio. Only later did we register Conte’s new position. I only say that any identity requirements cannot in any way jeopardize stability, which is a supreme good.
He will admit, however, that it was possible to avoid putting the question of the Ukrainian decree together with the Chamber with the agenda on military spending. And that’s where the short circuit was born, don’t you think?
The agendas, for parliamentary regulations, can also be presented for relevant subjects, so to speak. I don’t see anything out of the ordinary.
This story, however, is an indication of an increasingly clear distance between Letta and Conte. Do we need to open a reflection on the Pd-M5s axis?
For some time I have drawn a clear boundary. The alliance is made between peers, Europeanism and Atlanticism are priorities to be shared. I have nothing against the M5s, if the transformation that is taking place will lead them in this direction.
What happened is certainly an assist for those like Renzi and Calenda who have always accused the Movement of populism. What do you think?
In my wide field, Renzi and Calenda, together with the Greens and Leu, are natural allies. It is inconceivable that reformist forces are on different sides.
In a while there will be the administrative ones. For the Democratic Party, does the Movement remain a credible interlocutor or is this story destined to leave its mark?
As you know, also due to their low electoral weight in the administrative offices, there are not many realities in which the Democratic Party and the M5S are allies. As for the policies, we will see what Conte will decide. It is clear that if they continue to put the Draghi government in difficulty, it will be very difficult to hypothesize an alliance with the Democratic Party.
How much will it also affect the electoral law, assuming that there is still some possibility of intervening on the current voting system?
I would like it to affect, I have long been a proponent of a proportional system, in which each political force is counted on the basis of its own program, rather than frayed alliances that risk being not very credible, both for the center-left and for the center-right.
Do you think that at this point Letta is abandoning her predilection for the majority?
I have no signs in this direction, but even if the preference changes, which I hope, our votes would not be enough to change the electoral law.
At the moment a crisis has been averted, but with the new Contian course of the Movement the navigation of the Government becomes less peaceful. If the M5s were to take off, would you go straight to the vote, in your opinion?
However, we will vote in a few months. Creating instability and crisis in this situation would be irresponsible.
An opposition M5s would make life for the Democratic Party not easy. It risks weakening you in view of the next political elections.
I reply as above and add that if the M5s were to get out of the majority, an eventuality I don’t believe in, it would still say goodbye to the alliance with the Democratic Party.
