In the destructive and vengeful constitutional reform of the judiciarythe legislators of the ruling party will have to draw up rules that answer key questions from Guadalupe Taddei, the president of the only authority empowered to organize constitutional elections:The National Electoral Institute.
The ladies recalled (in the dialogues promoted by the Chamber of Deputies) that the organization has a solid and accredited experience in elections of the Executive and Legislative powers, not the Judicial, so new rules are imposed, taking into account respect for “the two great rights: the political-electoral right of every Mexican citizen and the right of access to justice on equal terms.”
The challenge for the Lopez Obrador-supporting deputies and senators is enormous, but no less so for the INE, which will have to activate its mechanisms for verifying the Electoral Registry and the Nominal List; draw up a calendar of actions, foresee the oversight of the process and the times on radio and TV and the monitoring reports; define the period and the campaigns, the installation of citizen councils (at local and district level), the installation and formation of polling station boards and the training styles, as it did for June 2, and now for a crazy but legal “popular vote” of judges, magistrates and ministers.
A total of almost seven thousand judges will be elected, for which precise legislation must be established:
What size and characteristics will the ballot be in each area or district? Will there be electoral officials and how many per polling station? Will the same number be installed as in the recent election or less? Will new technologies be used to reduce voting times? Will there be a single election or will several be scheduled so that the looming disaster is gradual?
Taddei said:
“We would be facing a vision of the national electoral system that would have to do with the principle of access to justice for all citizens who are able to choose (…). We can see the difference between what the INE has already perfectly organized and what we still need to equalize. It would also be necessary to define geographic frameworks for the electoral process of the Judicial Branch of the Federation because to speak of the geographic framework is to speak in terms of jurisdiction,” but also of the Executive and Legislative branches.
The idea, he noted, is that “these exercises could have the same level, rigor, effectiveness and citizen confidence in the field when they are implemented…”
A huge responsibility because “we cannot fail any citizen who has already learned to vote.”
We must also resolve, he urged, “how we are going to carry out such an educational, pedagogical campaign that does not allow a citizen to say: ‘I did not know how to vote in the electoral process of the Judicial Branch’… if this moves forward…”
For now, what an unnecessary, gratuitous and colossal mess…
