The real crux of the clash between Giuseppe Conte and Luigi Di Maio, with the 5 Star Movement broken and torn by the game of Quirinale, is the compilation of the electoral lists for the 2023 policies. This is the real issue in the dispute between the former prime minister and the foreign minister. On paper, Conte has a very powerful weapon to use against Di Maio and it is the bond of the double mandate. Officially it has not yet been removed and if there were no derogations, the holder of the Farnesina, in the second legislature, would be out.
But sources close to the political head of the Movement explain that in any case there will be an exemption for the old ones – the main names are precisely those of Di Maio, Paola Taverna, Vito Crimi, Carla Ruocco and Stefano Buffagni – because, if this were not the case, there would be a risk of a further electoral downturn with a collapse of votes that could even be higher than current estimates and lead to M5S below 10%. Conte used strong and clear words, speaking of what happened on the Quirinale and in particular on the rejection of the candidacy of Elisabetta Belloni: “Di Maio will have to account for various very serious conducts. To our members and to our community”.
But, as we have seen in a plastic way, the foreign Minister controls at least 150 parliamentarians (perhaps even 170) out of 250 and therefore is decisive in the political choices of the Movement. The knot, as mentioned, is that of the lists. The concern of Di Maioindeed the certainty is that this being the case With you it will burn earth and, apart from the few exceptions on the double mandate, it will list only its loyalists, leaving little or nothing for the men and women close to the holder of the Farnesina. This is why in the coming weeks and months Di Maio could try to regain control of the party, in any case before the end of the legislature.
If the operation fails – also why Beppe Grillo, despite not having an excellent relationship with Conte, he would hardly side with the Foreign Minister – there are various hypotheses on the table. Unconfirmed rumors go so far as to hypothesize an entry of Di Maio In the Democratic party (needless to say that Letta prefers it to the former premier) or, but it all depends on the electoral law and on the hypothesis that we return to the proportional system, the number one of the Farnesina it could enter a new centrist and moderate political entity and, in perspective, an ally of the Democratic Party.
