It has been more than half a century that a Legislature did not sit immediately after its installation. The presidential custom required that the first of September of each year be “President’s Day,” and the cameras were only installed to listen to the presidential message and receive the corresponding annual report.
The LXV Legislature to be installed? tomorrow start? almost immediately to deliberate on the initiatives that, as a priority, in previous sessions, the legislators decided that they are relevant to the nation.
In the Senate, Morena’s parliamentary group, through a plenary session, decided? consider the following three law initiatives as priorities: approval of the statutory law for the revocation of mandate; the General Law of Circular Economy, and the constitutional reforms in political-electoral matters and the National System of Care.
To that legislative agenda will also be added the initiatives that President Andr? S Manuel L? Pez Obrador has announced that he will present? in electoral matters, the National Electric System and the National Guard. As happens every year, the initiatives of the Executive concentrate the media attention, and for this reason it is good to consider in what direction these initiatives point.
Whoever followed the morning presidential conferences could? be clear from now on towards the initiatives of the federal Executive. The Electoral Reform of the President goes in the direction of what most of the citizenry claims: to cut the spending of the electoral process, of the electoral bodies and of the political parties. Also, probably, review the number of legislators of popular representation. Anything that means cutting the cost of politics to citizens is welcome.
The initiative to reform the national electricity system, surely, is going to rescue the principle of the leadership of the State in the sector, as contemplated by the Constitution before the energy reform of the previous government. The opening of the electricity market is guaranteed, but with a greater participation in favor of the CFE, in order to guarantee the supply of the electricity market at all times.
Finally, the initiative on the National Guard seek? reinsert the new citizen security body in the National Defense secretariat. The nature of this security body will continue to be entirely civil because its leadership will be under the responsibility of the President of the Republic.
In matters of foreign policy, an area that the Senate has the obligation to review, we will continue to collaborate to confront transnational organized crime, linked to the transfer of arms from the United States, as well? as well as the initiatives necessary for Mexico to regain its leading role on the international scene, through its commercial potential.
One of the first actions of the next legislature will be? the review and approval of the economic package 2022. It will be? priority of Congress and the SHCP that it is a balanced, responsible and realistic exercise, that maintains the position of not increasing existing taxes or creating new ones, as well? how not to contract new debt. As you can see, the LXV Legislature that begins work this week, is it? a historical reference.
