Now that the LXIV Legislature of Hidalgo is ending, many outgoing deputies disseminate their achievements and balance sheets; In their networks and press interviews, Morena’s people agree that their greatest success was the reforms that allow the Legal Interruption of Pregnancy (ILE). But they stuck it to the wall with a piece of gum and it is very likely that it will fall to the ground.
To pass any law, it must go through a process marked by the laws themselves. The anarchy in which the majority of Morena was conducted for 3 years ran over all the proceedings; before there were the fights for power, personal interests and a lot of arrogance that generated a disturbing environment, a direct path to failure.
The ILE is a good portrait of all this. Abortion is the mother of all controversies. In this legislature the issue was raised to the Plenary on 2 occasions: the first on December 12, 2019 when it was rejected with 10 votes in favor, 15 against and 5 abstentions and the second on June 30, 2021, where only Morena’s 16 votes were counted. That session was a comedy: while there was a speaker in court, the president collected the vote and other deputies were denied the meaning of their vote. The majority declaration was between whistles and inaccuracies. Only they will know how they wrote that page in the Diario de los Debates, key testimony for legality.
The matter has a claim of Unconstitutionality before the Supreme Court.
Something happened so that 6 deputies changed their opinion on such a crude issue, something accelerated the process that hit the institution. In that cloud of tangles they always moved.
