Al-Manqoush added in a recorded speech that the conference aims to “provide technical support for the implementation of the ceasefire, support the outcomes of the 5 + 5 Military Committee and positive steps to unify the Libyan army under one command, and mobilize support for the High National Elections Commission to enable it to conduct free, fair and transparent elections.”
And she continued, “It is time for us, after decades and years of oppression and chaos, to live in the confines of our homeland, as befits us and we want.”
In her speech, Al-Manqoush clarified the details of the “Libya Stability Initiative” that the conference will discuss, noting that it focuses on two tracks, the first of which is security and military, and the other is economic.
She stressed that the initiative aims to “support the path of transitional justice and national reconciliation and adopt a religious and media discourse that calls for tolerance and renounces terrorism, extremism, violence and regionalism, and for Libya to be an arena for positive economic competition.”
On October 3, Libya announced the start of the exit of foreign fighters from the country, in a move that would open the door to implementing the faltering road map.
The Libyan foreign minister said that groups of foreign fighters “have already left Libya.”
The file of foreign fighters and mercenaries is one of the most important obstacles to implementing the road map in Libya, which it is hoped will culminate in the elections at the end of this year.
